PART I - SECTION C

SCOPE OF WORK

SPECIFICATION FOR INSPECTION, TESTING AND MAINTENANCE OF ELEVATORS

1.

SCOPE. The Contractor shall be responsible in the manner set forth herein, for all inspections, tests, and maintenance to insure the proper operation and safety of the elevator. Inspections are to be performed monthly. An elevator inspection form shall be completed each month and turned in to the COR.

2.

BACKGROUND. FAA Air Traffic Control Towers contain single car elevator systems to transport personnel and occasionally equipment to/from the top level known as the tower cab. It is in the tower cab that Air Traffic Controllers provide the safe and orderly movement of aircraft on and near an airport. Every effort is made to minimize the potential risk to life and property in the operation of aircraft. FAA elevators provide the rapid transit of personnel and equipment spares both during routine changeovers and particularly during equipment failures or emergency situations. Without this capability, an increased risk in Air Traffic operations may be incurred when elevator systems are out of service. Therefore, this specification seeks to keep FAA elevator systems operating reliably and addresses expedited restoration of service for system deficiencies.

3.

HOURS OF SERVICE. All maintenance and services provided for herein shall be performed by qualified elevator service personnel directly employed and supervised by the contractor. Except for emergency services, all work shall be performed during the hours specified by locations, Monday through Saturday. Service callbacks for adjustments, minor repairs, or minor component replacements within the hours specified above shall be considered routine and are at no additional cost to the Government. System down time shall be coordinated with the Contracting Officer's Representative (COR) on location.

4.

EMERGENCY SERVICE. Emergencies are defined as any condition(s) that render(s) the elevator inoperable, Including major component repair or replacement.

When FAA requires emergency callback service be performed for adjustments, repairs, or replacements at other than the regular working hours specified by the location, FAA will negotiate for and compensate a selected contractor for the emergency hours and for travel time and expenses at the contractor's normal billing rates, including over‑time as applicable.

The contractor selection for emergency restoration will be based on estimated minimum restoration time and total cost at the time of the emergency. The Contractor performing the regular service portion of this specification will have the first opportunity to provide the restorative work if the Contractor's estimate for restoration is acceptable to FAA.

Therefore, only routine, non‑major activity is at the Contractor's expense under this specification. All emergency service and major activity will be negotiated and awarded at additional cost to the Government for the purpose of expedited restoration.

The need for frequent emergency callbacks due to circumstances within the control of the Contractor will be grounds for termination by the Contracting Officer based on documentation by the on‑site COR.

5.

INSPECTION/TESTING REQUIREMENTS.

a.

The contractor shall perform all routine inspections and tests as required by the checklist for periodic inspection and test (appendix 1) or more frequently if required by the FAA maintenance checklist or applicable local code regulations on all elevator parts, components, etc. The contractor shall conduct all inspections and tests (annually, three year and five year) in the presence of an inspector employed by the enforcing authority, if applicable, as required by the American Standard Practice for the Inspection of Elevators, Inspector's Manual ANSI/ASME A-17.2-1985.

b.

The contractor shall record, utilizing the FAA maintenance checklist, the results of all inspections and tests required by the previous paragraph. Copies of all inspection and test reports shall be made available upon request to the FAA Contracting Officer's Representative.

c.

A certificate of Inspection authorizing the continued use of the elevator inspected shall be issued annually by an independent state and local inspecting authority, bearing the date of inspection, and the contractor's name and address. This certificate shall be framed under glass and placed by the contractor in a conspicuous place in the elevator car. All fees are to be paid by the contractor.

6.

MAINTENANCE REQUIREMENTS. The contractor shall at the time intervals specified by the FAA make systematic examinations and adjustments to maintain the efficiency, safety, speed and operating characteristics as originally designed and installed by the FAA(s) of the equipment, including acceleration, deceleration, contract speed with or without full load, floor to floor time, door opening and closing time, and leveling accuracy.

An initial start of contract system inspection and the follow‑up work it generates will be awarded to the Contractor assigned this contract by the Contracting Officer at additional cost to the Government.

Thereafter:

The Contractor shall make routine repairs to or replace non‑major operating parts of the elevator system at no additional cost to the Government. Major parts are defined as any item costing $1,000 or greater. The labor and installation of major parts will be negotiated outside the provisions of this contract at additional cost to the Government.

In the event‑routine non‑major repairs or adjustments are specified. in the reports following any of the monthly elevator inspections, the Contractor, at no cost to the Government shall accomplish such repairs or adjustments.

Should the need be determined during the servicing of the equipment that repairs are not covered in this specification, such as repairs to the elevator car or modifications to the elevator* such needed repairs shall be reported to the Contracting Officer for approval and negotiated cost to the Government prior to proceeding with the contemplated work.
