-----End of Division 1-----

DIVISION 2 – site work

2-1 Description of the work

The work primarily consists of repaving a parking lot and entrance drive maintaining – generally -same existing contours and elevations. The project also includes: replacing an existing retaining wall, the installation of buried drain pipe. The scope of work is as defined in Section 1-1 of this document. The extent of the work is as shown on the project drawings.

Provide protections necessary to prevent damage to existing improvements that are to remain in place. Provide for legal off site disposal of removed materials.

2-3 Proof Rolling of Subgrade

Prior to placing the crushed stone subbase, proof roll the entire exposed subgrade area. The minimum roller weight shall be 10 tons. Maximum operating speed shall not exceed 4 mph. The entire area shall receive a minimum of 10 roller passes. Repair any unstable areas detected by adding crushed stone aggregate. The contractor shall employ an independent testing laboratory to determine the maximum density of the subgrade soil in conformance with ASTM D 1557. The independent testing laboratory shall also determine the in-place density of the subgrade in conformance with ASTM D 1556. Two (2) tests shall be performed in the parking lot area and two (2) tests in the entrance drive to determine the in-place density. The location for each test sample must be approved by the FAA COR. The minimal acceptable degree of compaction (Relative Density) is 98% of the maximum density. If the results of any of the tests performed does not meet this specified minimum, the subgrade of the entire parking lot or drive area from which the sample was taken shall be sub-cut 12" and the bottom of this sub-cut scarified 6". Then the materials shall be reinstalled and re-compacted and two additional tests made. This procedure shall be followed until the specified density is achieved for both tests performed in any of the above-described areas. Proper subgrade elevations and slopes shall be attained.

2-4 Asphalt Concrete Pavement

The extent of the asphalt concrete paving work is shown on the project drawings. The finish pavement surface elevations and drainage contours shall be consistent with the drawings and have a tolerance of (+/-) 3/16". The surface shall be smooth, uniform, and true to the plan grade and drainage slope. Any high or low areas along the slopes shall be corrected to minimize ponding of water and restrictions to water draining off the pavement. Pavement surfaces shall be free from irregularities exceeding 3/16" as measured with a 10-foot straight edge along the design slope and perpendicular to the design contour lines.

2-4.1 Codes & Standards

A. The latest issue of “State of Ohio, Department of Transportation, Construction and Material Specifications.”

B. American Association of State Highway and Transportation Officials (AASHTO)

2-4.2 Weather Limitations

B. Construct asphalt concrete Base and Wearing (Surface) courses when atmospheric temperature is above 40 degree F and when supporting surface is dry.

C. Apply Prime and Tack coats when ambient temperature is above 50 degree F for 12 hours immediately prior to application. Do not apply when surface is wet or contains an excess of moisture.

2-4.3 Subbase

Install a 6-inch thick crushed stone aggregate subbase as per the latest issue of “State of Ohio Department of Transportation Construction and Material Specifications, Item 304 Aggregate Base”. The subbase shall be compacted by a minimum of 10 passes with a roller with a minimum weight of 10 tons. Areas too small or inaccessible to the roller shall be thoroughly compacted with the use of a hand operated vibratory plate compactor or vibratory roller. The final thickness of the compacted layer shall be 6 inches. The aggregate shall be crushed carbonate stone with the following gradation:

Placing shall not start until the tack coat is set. Rolling shall begin as soon as the material will bear the weight of the roller without undue displacement, hairline cracking, or heat checking. The pavement shall be rolled with a self-propelled steel wheel tandem roller weighing not less than eight tons. Rolling shall continue until a smooth, thoroughly compacted surface of uniform texture has been obtained. All asphalt shall have been rolled completely before it gets below 185 degree F. Rolling shall be done until the asphalt reaches 95% compaction. Any irregularities or depressions that develop under rolling shall be corrected to the satisfaction of the COR. Areas too small or inaccessible to the roller shall be thoroughly compacted with the use of a hand operated vibratory plate compactor or vibratory roller. The final compacted thickness of the base course shall be 1 ½" inches (+/- 3/16").

2-4.8 Compaction

The target density is 95% of the Theoretical Maximum Density as determined in accordance with ASTM D 2941 “Theoretical Maximum Specific Gravity and Density of Bituminous Paving Mixtures.” Determine the density of pavement by in-place testing using the Nuclear Method in Accordance with ASTM D 2950 “Density of Bituminous Concrete in Place by Nuclear Methods.” Two tests shall be made in parking lot area and two tests shall be made in the entrance drive area. The acceptable range of density is 95% to 100% of the Theoretical Maximum Density.

Cincinnati, Ohio 45241

Phone: 800-543-7077

Test data for approval of an “equal” must be submitted a minimum of 14 days prior to application. The new asphalt surface must be cured a minimum of 30 days prior to application. Prior to sealing the surface shall be thoroughly cleaned to remove all foreign debris (dirt, silt, gravel, leaves, etc.) using mechanically powered forced air sweeper and steel bristle hand brooms. Any mud-covered areas shall be scraped thoroughly, scrub-washed and pressured rinsed with clear fresh water. Oil spots shall be scraped, scrubbed, and lightly burned with a torch if necessary to remove visible excess oil. Oil spots after cleaning, shall be coated with a Neyra or approved equal oil spot primer to achieve adequate adhesion and prevent bleeding Apply one coat of Neyra Industries Polyprime Penetrating Primer followed by two coats of Jennite sand-slurry sealer. Sealer shall contain Grade 50 Silica Sand. (500 lbs sand per 100 gal of Jennite). Follow the manufacture’s application instructions. The sealer shall be applied uniformly over the entire repaved surface.

2-6 Pavement Marking

All pavement marking shall be made as shown on the project drawing. Paint shall meet the requirements of the latest issue of “State of Ohio Department of Transportation Construction and Material Specifications” for traffic zone paint. Rates of application, surface preparation, weather conditions, and installation procedures, must comply with the Ohio DOT standard mentioned above. A water-based 100% acrylic paint shall be used. Allow seal coat to cure a minimum of 24 hours before painting. Barricades shall be installed as required to protect the fresh paint until dry.

Conduct operations in such a manner that necessary traffic can move without hindrance. Protect the newly painted markings so that, insofar as possible, paint will not be picked up by the tires of passing vehicles. Place warning signs at the beginning of wet line, and at points well in advance of the marking equipment for alerting approaching traffic from both directions. Place small flags or other similarly effective small objects near freshly applied markings at frequent intervals to reduce crossing by traffic. Efface and replace damaged portions of markings at no additional cost to the Government.
