About this file
This is a Questions and Answers document from Delaware Technical and Community College (DTCC) regarding competitive sealed proposals for comprehensive cafeteria, catering, and coffee shop services at its Owens Campus in Georgetown, Delaware. The college seeks qualified food service management companies to serve approximately 4,100 active enrolled students, plus faculty, staff, and visitors. Vendors may propose cafeteria and catering services only, coffee shop operations only, or combined services for the five-year contract period running from August 14, 2026 through August 14, 2031, with three optional one-year renewal periods available. Non-mandatory pre-proposal site visits are scheduled for March 17, 2026 at 2:00 p.m. and March 23, 2026 at 10:00 a.m. Written questions were due by March 23, 2026 at 4:00 p.m. with answers posted by March 30, 2026. Proposals are due April 15, 2026 at 1:00 p.m. with public opening immediately following, and contract award is expected within 90 days of proposal opening. The cafeteria operates year-round with service hours generally from 8:00 a.m. to 7:00 p.m. Monday through Thursday and 8:00 a.m. to 1:00 p.m. on Fridays, with summer and break hours historically from 8:00 a.m. to 1:00 p.m.
The college is amenable to negotiating various fee arrangements and management structures, including management fee programs and buy-back arrangements for vendor investments in equipment or food service infrastructure. Current college-owned equipment in the cafeteria and coffee shop will be inventoried and maintained by the college, while any additional equipment purchased by the vendor becomes vendor property. The college is responsible for prompt payment within 30 days of invoiced services and provides utilities (excluding internet and phone), dumpster removal, and maintenance of college-owned equipment including fire suppression systems, hood systems, and grease traps. The vendor is responsible for all operational costs including labor, food, supplies, permits, and licenses, and must provide the point-of-sale system. Menu pricing is not required to remain firm for five years, but the college requests advance notification of menu price changes; management fees, however, should remain consistent throughout the five-year term. The college spends approximately $80,000 annually on catering services for college-sponsored events and hosts approximately 25 external events per year with 150-300 attendees each. No historical usage reports, sales data, or progress reports from the current vendor have been collected or provided, and no incumbent vendor or current budget information is disclosed in available documentation.
