About this file
This document appears to be a justification for a sole source procurement. It states that Mercer is the only responsible source qualified to provide the required compensation survey data needed for this requirement, as Mercer's survey is unique in the scope and size of its coverage. The government will continue to conduct market research to determine if changes occur that would enable future actions to be competed.
The related federal contract opportunity is for the DCAA Mercer LTI & SRS, solicited by the Defense Logistics Agency. The requirement appears to be for access to Mercer's proprietary compensation survey data. The government cannot participate directly in the Mercer survey, so it must be purchased to access the data.

CONTROLLED UNCLASSIFIED INFORMATION; SOURCE SELECTION SENSITIVE – SEE FAR 2.101 & 3.104 2 of 3
Only one responsible source is qualified to provide the required supplies because to date, no other third-party vendor has access to the Mercer proprietary survey data that is needed for this requirement. The Mercer survey is unique in the number of positions covered and the size range applicable. The survey includes 3,220 organizations participating with over 6 million observations representing 14 industries. The LTI report provides information encompassing data from all Mercer U.S. compensation survey participants.
Mercer conducts its own surveys, which are unique based on the companies participating. There is no other single survey source that provides the proprietary data included in Mercer’s surveys. Many government contractors participate in the Mercer surveys. One must either participate in the survey or purchase it to have access to the data. DCAA cannot participate in the survey; therefore, it must be purchased by DCAA to have data access.
The government will continue to conduct market research to determine if changes occur in the marketplace that would enable future actions to be competed to the maximum extent practicable.
