Prior to mobilization, a pre-construction meeting will be conducted with the successful vendor to review and confirm items. Successful bidder will secure a barge to access the wells in the lake (Not named) at Millennium Park. Access to the well location will be achieved by using the existing gravel lease road on the north side of the parking lot at The Meadows at Millenium Park. Take the lease road to the north and cross the paved path. Use open space land area on the north side of the paved path to go east to the landing area/equipment storage area at the lake. Poly mats will be used as necessary across the walking path, and in areas on land, to minimize property damage.
Poly mats will be required to cross paved walking path. See Maps for well location access.
Contractor will have to secure all applicable PPE (life jackets/rescue rings for all workers, etc.) in accordance with all water safety requirements. Contractor to construct temporary sheet piled landing area on shoreline near well location. This area will also allow for equipment staging, as needed. MIRU rig and all equipment. Will need to set up two buoy lines from shore to barge connected to bermed lined tanks on the shore. Will need to secure supply boat to transport materials and workers to and from Barge. SCHEDULE B – PRICING MATRIX
Gilbert 1 Orphan Well Plugging Project (Kent County) – 1 Well
SEE ATTACHED PRICING MATRIX FOR BID TABLE
BID AMOUNT (should be the same as Grand Total from Pricing Matrix)
Bidders should provide pricing for ALL items in the ‘Price per Unit’ column of the pricing matrix (even if not necessarily needed for this project). These ‘per unit’ prices are referred to as ‘rated items’ by EGLE staff in the event a change order or approved change to the scope of work is required to complete the project.
Should an award result from this DS, all rates quoted in response to this DS will be firm for the duration of the project. No price changes will be permitted.
Bidders must submit a project timeline in conjunction with their Schedule B - Pricing Matrix. The timeline must be broken down into a minimum of four categories as follows: Site Prep, Mobilization/Demobilization, Plugging, Site Restoration.
An example of a single well project timeline might look like this: 1 day to clear/grub the site, 1 day to mobilize to site, 1 day to rig up, 3 days to plug well and flush/abandon/remove flowline, 1 day to rig down, 2 days to restore site for a total of 9 days to plug the well and finish project.
An example of a multi-well and facility project might look like this: 3 days to clear/grub locations, 1 day to mobilize equipment to project area, 50 days to plug wells (includes time needed to mob between wells, and address flowlines), 15 days to decommission facilities, 5 days to restore sites, 1 day to demobilize equipment from project area for a total of 75 days to complete the project.
The state will review at a minimum the bidder’s estimated timeline, reasoning, staffing, availability, and pricing to determine the winning bidder. The winning bidder will be the bidder that we determine provides the best value to the state.
The winning bidder and all of its subcontractors must adhere to Davis Bacon Prevailing Wages for this project. It is the responsibility of the winning bidder to ensure that its subcontractor’s pricing for this bid includes Davis Bacon Prevailing Wages.
