About this file

This is a Schedule B Pricing Matrix submitted as part of a bid for the Orphan Well New Haven Section 3 project in Gratiot County, Michigan, involving the plugging and abandonment of three orphan wells managed by the Michigan Department of Environment, Great Lakes, and Energy (EGLE). The project encompasses comprehensive well plugging services including site supervision, labor, equipment rental, materials, and site restoration. Bidders must provide unit pricing for all 68 line items listed in the matrix, regardless of anticipated use, to establish rated pricing for potential change orders or scope modifications. Pricing categories include contractor supervision and per diem, laborer hours, rig services (pole, single derrick, and double derrick configurations), well casing and tubing rental, drilling equipment, cementing services, mud engineering and fluids, wireline services, waste disposal, heavy equipment operations, site preparation, restoration, and infrastructure removal. All work is calculated on a 10-hour day basis, and bidders must submit a detailed project timeline with their bid response.

Pricing terms require bidders to establish unit costs for all line items, with a specified overhead percentage applied only to subcontracted services, rentals, and materials—not to hourly or daily rates already listed on the matrix. Additional equipment, supplies, or specialized services not included on the pricing matrix may be invoiced at cost plus the overhead percentage with prior written approval from the EGLE Project Manager. Key restrictions include limitations on invoicing multiple cost categories for the same work activity (prohibiting double-billing when rated items are used to complete lump sum activities), a requirement that only one contractor site supervisor may be invoiced per day of onsite work, and restrictions on equipment mobilization without prior approval. Materials and specialized equipment must receive Project Manager approval before use or invoicing, and the laborer rate serves as the standard for both general labor and rig crew non-rig-related work activities.

NOTES:
1. You must submit a project timeline as outlined in DS document. Please assume 10-hour days.
2. Provide Quantity and Price/Unit for all items listed in the Bid Table, even if the item is not likely to be used for the project. We call this 'Rated Items' and have requested the unit pricing in the event
the Scope of Work changes, a change order (aka - Amendment) is necessary, or we move to a time and materials billing.
3. Bidder cannot mobilize, use, or charge for items in the pricing matrix without prior approval from EGLE Project Manager.
4. If a ‘rated item’ is used to complete a ‘lump sum’ item work activity included in the original scope of work, it cannot be invoiced separately.
For example, if you utilize an ‘excavator’ to complete concrete pad removal (‘Other Infrastructure Removal’ bid item), you cannot charge
for the excavator or operators hours as it should have been included as part of the lump sum price for ‘Other Infrastructure Removal’
5. Only 1 Contractor Site Supervisor can be invoiced per day of onsite work.
6. Rental and/or purchase of any specialized equipment, supplies, services, or materials must have prior approval from EGLE Project Manager.
7. Overhead % cannot be added to the hourly or daily rates of items already included on Schedule B when invoicing.
8. If a material, such as 'casing' is needed to properly plug the well and is not listed on this pricing matrix, it will be invoiced at cost plus the 'Overhead %'
9. Laborer includes but is not limited to: Roustabout, Heavy Equipment Operator, Tool Hand, and other similar positions. The Laborer rate will also be used by the rig crew when they are completing work activities not assoicated
with the rig, including but not limited to: laying mats, moving equipment, loading/offloading equipment and supplies or other similar general labor duties. Rig crew cannot be invoiced at the Laborer and 'Rig Crew'
line items at the same time, as that would be double-billing.
