This is a Direct Solicitation issued by the Michigan Department of Environment, Great Lakes, and Energy for plugging, drilling, re-drilling, and site restoration services at three orphan wells located in Gratiot County: S.S. Smith 2, MCGC NH-333-A, and MCGC NH-350A. All three wells are gas storage wellheads with orbit valves operated by New Haven Energy LLC. Eligible bidders must have been prequalified and awarded contracts through one of five specified RFPs (210000000834, 220000000547, 220000001850, 220000002631, and 240000000951), and attendance at the mandatory pre-proposal meeting on July 9, 2026, at 10:00 a.m. Eastern at the New Haven Compressor Station in New Haven Township is required for proposal submission eligibility. The proposal deadline is 3:00 p.m. Eastern on July 21, 2026, with submission required through the Michigan SIGMA VSS electronic system. The pre-bid meeting will include site inspection at well locations, for which contractors are responsible for gathering project information. A pre-construction meeting will be scheduled with the successful vendor prior to project mobilization.

Bidders must submit detailed pricing for all rated items and provide a project timeline broken down into minimum categories of Site Prep, Mobilization/Demobilization, Plugging, and Site Restoration. The winning bidder will be selected based on best value determination combining technical evaluation and pricing; technical proposals are scored on key personnel (25 points), business-owned equipment list (25 points), technical experience and ability (25 points), and vendor questions worksheet (25 points), with a minimum score of 80 points required for award consideration. The awarded contractor and all subcontractors must comply with Davis-Bacon prevailing wage requirements, as federal funds are being used for this project. Pricing must be firm for the duration of the project with no permitted price changes, and the state will use bidder information to determine fair market value without obligation to accept the lowest price proposal. Service-disabled veteran-owned business status will be considered under MCL 18.1261(8) during evaluation.
