About this file

This document is an addendum to a Request for Proposal (RFP) issued by the California Department of Resources Recycling and Recovery (CalRecycle) for the Tribal Composting Technical Assistance Program, RFP(S) DRR23064. CalRecycle is seeking a contractor to conduct a Needs Assessment to determine what composting tools and resources are needed by California Native American Tribes, as well as create a Permitting Guide to help Tribes identify permitting requirements specific to tribal lands. The addendum provides a list of interested parties, answers to questions received during the Q&A period, and clarifies that CalRecycle would accept a focused approach to the Tribal Engagement Plan, such as selecting five large and five small tribal lands to gain representative information. All other terms, conditions, and requirements of the RFP remain unchanged.

The RFP is part of a larger effort to support the implementation of the 30x30 Pathways and Natural and Working Lands Climate Smart Strategies, and execute the Governor's nature-based solution agenda as called for in Executive Order N-82-20. This contract will supplement a previous contract, DR23044 (Phase 1), which developed Best Management Practices, tools, and resources to help local government entities and facility proponents with the siting, permitting, design, and operation of small to medium composting activities.

RE: Tribal Composting Technical Assistance Program RFP(S), DRR23064

Addendum No. 1 To the Request for Proposal, Secondary

CalRecycle is issuing Addendum No. 1 to provide the following information to all interested parties.

1. Attached is a list of all businesses that have expressed an interest in the contract to date (Attachment 1).

2. The following questions were received during the Questions and Answers period.

Q 1 For this RFP, would CalRecycle accept a focused approach to preparation of the

Tribal Engagement Plan, such as selecting five large tribal lands and five small tribal lands throughout the state of California to attempt to obtain representative information for the purposes of the Study?

A 1 CalRecycle would accept this approach as an opportunity to gain more in-depth information to support the needs assessment and thoughtfully includes a diversity of perspectives representing different regions. CalRecycle would also encourage additional engagement efforts with Tribes throughout California, such as virtual listening sessions or roundtables, to supplement this approach, recognizing that each Tribe is unique and can add value to the needs assessment. The tribal engagement plan should explain the benefits of the approach selected.

All other terms, conditions, and requirements of this RFP(S) remain the same.
