About this file
This is Addendum No. 1 to the procurement specifications for the Commonwealth of Massachusetts Executive Office of Public Safety and Security, Department of Correction, Division of Resource Management (DRM 2025-50), issued November 6, 2025, for exterior paint abatement work at MCI-Shirley Minimum Training Academy in Shirley, Massachusetts. The project involves lead paint abatement, priming, and repainting of facade components including wood columns, window frames, and black iron railings. Specific work includes abatement of lead paint on six columns (with two additional columns behind outermost columns), replacement of wood window frames at designated windows marked "2" on project plans while leaving windows marked "1" for abatement and repainting in place, removal and replacement of storm and screen frames, and stripping and repainting of black wrought iron railings. All work must be completed and accepted by the Department of Correction within 60 days from contract award. The addendum provides clarifications on scope boundaries, confirming that rot replacement on window trim, upper soffit trim work, and side doors to the gymnasium and chapel are not included in the contract scope.
The addendum clarifies that cold weather painting conditions are permissible provided manufacturer specifications are followed and that DCAMM deleading certification is required. Lead inspection reports are available in the Arcadis Survey report referenced in the specifications, and the Department of Correction will engage a third party for project oversight including dust sampling at project conclusion. Updated A-1 and A-2 drawings have been attached for further clarity regarding scope specifications. The pre-bid sign-in sheet is available on the Commbuys page for the project. No pricing terms, set-asides, or incumbent contractor information is addressed in this addendum document.
