Asbestos-Containing Materials Survey
Asbestos Survey Methodology
Arcadis conducted the path of construction asbestos survey for compliance with the United States
Environmental Protection Agency (USEPA) National Emissions Standards for Hazardous Air Pollutants
(NESHAPs), Occupational Safety and Health Administration (OSHA) Asbestos in General Industry
Standard (29 CFR 1910.1001), OSHA Asbestos in Construction Standard Title 29 CFR Part 1926.1101, the Massachusetts Department of Environmental Protection 310 CMR 7.15, and the Massachusetts
Department of Labor Standards 454 CMR 28.00.
This was accomplished by initially conducting a visual inspection of the planned path of construction areas then collecting samples of suspect ACM based on these observations. Arcadis conducted the asbestos survey in general accordance with ASTM International (ASTM) E2356 Standard Practice for
Comprehensive Building Asbestos Surveys. ASTM E2356 meets the applicable requirements of current
USEPA NESHAP Standard 40 Code of Federal Regulations (CFR) 61, Subpart M (Asbestos), USEPA
Asbestos Hazard Emergency Response Act (AHERA) 40 CFR 763, Subpart E, and Occupational Safety and Health Administration (OSHA) asbestos survey and/or sampling regulations.
The survey included an inspection of the areas within the POC providing a general sense of the overall location, type, quantity, and condition of suspect ACMs present. It was thorough in that most accessible functional spaces were inspected, and bulk samples taken of suspect materials observed.
Suspect materials were divided into "Homogeneous Areas" (HAs) (i.e., building materials that were determined by the inspector to be homogeneous based on their color, texture, and assumed date of installation). A representative number of samples were collected from each HA.
Bulk material samples were collected and assigned their own unique identification number, placed in 4-mil plastic bags, and tightly sealed for transport under a chain-of-custody protocol to EMSL Analytical, Inc. in
Indianapolis, Indiana.
Asbestos Analytical Methodology
Bulk samples were analyzed for asbestos (reported in percent of type of asbestos) using Polarized Light
Microscopy with Dispersion Staining (PLM/DS) in accordance with the USEPA Method 600/R-93/116.
Percentage estimates of each material's composition are based on the analyst's best visual judgment following PLM/DS analysis, and examination with a stereoscope.
EMSL is a member of the American Industrial Hygiene Association (AIHA), National Voluntary Laboratory
Accreditation Program (NVLAP). The laboratory analytical reports are provided as Attachment B.

Resource Conservation and Recovery Act 8 Paint Survey
RCRA-8 Metals Survey Methodology
Arcadis conducted a path of construction RCRA-8 metal in paint survey for compliance with USEPA RCRA
(Standard 40 CFR 240-280) and OSHA Safety and Health Regulations for Construction (Standard 29 CFR
1926).
Suspect RCRA-8 metal-containing paint was identified based upon a visual inspection of painted building components in the path of construction then collecting paint chip samples based on these observations.
Paint chip samples were collected and assigned their own unique identification number, placed in 4-mil plastic bags, and tightly sealed for transport under a chain-of-custody protocol to EMSL in Indianapolis, Indiana.
RCRA-8 Metals Analytical Methodology
Paint chip samples were analyzed for total metal content (reported in milligrams per kilogram [mg/Kg]) by
Inductively Coupled Plasma (ICP) Atomic Emission Spectrometry in accordance with USEPA Method
SW-846 3050B/6010D, and Mercury by Cold Vapor Atomic Absorption (CVAA) SW-846 7471B. EMSL conformed to QA/QC procedures established by their accreditation manual. The laboratory analytical reports are provided in Attachment C.
SURVEY FINDINGS
Asbestos
Arcadis identified thirty (30) HAs, of which, sixty-five (65) suspect ACM bulk samples were collected and submitted for laboratory analysis. Details regarding the material description, material location, condition, friability, asbestos content, and estimated quantity of each HA identified during the POC asbestos survey is presented in the Homogeneous Areas Summary Table provided in Table 1. Approximate sampling locations are shown on the Figures.
Massachusetts Department of Environmental Protection defines ACM as a material containing more than or equal to 1% asbestos by weight. The following HAs are confirmed ACM:
Old Administration Building
HA-12: 9” Beige with Black Streaks Floor Tile
HSU Building
HA-21: 9” Light and Dark Brown Patterned Floor Tile
HA-23: 9” Tan and Brown Floor Tile
The following HA has been determined to contain trace amounts of asbestos, i.e. one percent or less (1% or <1%) by laboratory analysis and their disturbance is regulated by OSHA:
HSU Building
HA-22: Black Mastic Associated with HA-21
January 30, 2025
Page:
4/5
The remaining bulk samples collected by Arcadis as part of the survey were reported by the laboratory as
“None Detected” for asbestos.
RCRA-8 Metals
Eight (8) composite RCRA-8 metals in paint chip samples were collected and submitted for laboratory analysis. Detectable concentrations of RCRA-8 metals were identified in the following paint chips collected:
RCRA-1: White/Beige/Blue Paint on Brick Walls in Old Administration Building
RCRA-2: White Paint on Gypsum Board Walls in Old Administration Building
RCRA-3: White Paint on Gypsum Board Walls in Old Administration Building
RCRA-4: Gray Paint on Brick Walls in Old Administration Building
RCRA-5: White Paint on Metal Ceiling in Townline Building
RCRA-6: Blue/White Paint on Concrete Walls in Laurel Building
RCRA-7: Gray/White Paint on Plaster Wall in Smith Building
RCRA-8: Gray/White Paint on Plaster Wall in Old Administration Building
Details regarding the sample description, sample location, analyte, and results are presented in the RCRA-8 Metals in Paint Summary provided in Table 2. Approximate sampling locations are shown on the Figures.
RECOMMENDATIONS
Asbestos-Containing Materials
As presented in Table 1, and the laboratory data provided in Attachment B, results of the asbestos survey identified confirmed ACMs at the site.
ACMs identified at the site that may be disturbed during construction activities, must be removed by a licensed asbestos abatement contractor utilizing industry standard work procedures in accordance with all federal, state, and local regulations governing asbestos.
If other suspect materials, not referenced in this survey report, are identified during construction activities, Arcadis recommends that these materials be considered ACM until they are inspected by an appropriately licensed asbestos inspector and proven otherwise.
Asbestos waste must be disposed at an asbestos waste receiving facility that is duly permitted by the state and/or local municipality in which it resides.
RCRA-8 Metals
As presented in Table 2, and the laboratory data provided in Attachment C, the results of the RCRA-8 metals in paint survey identified detectable concentrations of RCRA-8 metals in samples collected.
Arcadis recommends that the general contractor and any sub-trades be advised of the presence of
RCRA-8 metals in the paint and the requirements for compliance with RCRA Standards (Title 40 CFR 240-
280) and OSHA Safety and Health Regulations for Construction (Standard 29 CFR 1926). Compliance with OSHA is required for any detectable levels of metals in paint that may potentially be disturbed.
January 30, 2025
Page:
5/5
Any work that could disturb known or suspect RCRA-8 metal-containing paint should be conducted in a way to minimize and control dust, and the contractor should perform a thorough cleanup.
If other suspect paints, not referenced in this survey report, are identified during renovation or demolition activities, Arcadis recommends that these materials be managed as RCRA-8 metal-containing paint until they are sampled and proven otherwise.
Arcadis recommends that construction waste streams containing paint generated during the planned construction activities be tested via Toxicity Characteristic Leaching Procedure for waste disposal characterization prior to disposal.
CLOSING
Thank you for your time and consideration on this project. Please do not hesitate to call if you have questions regarding the results of this POC survey or if you require additional information.
Sincerely, Arcadis U.S., Inc.

EMSL maintains liability limited to cost of analysis. Interpretation and use of test results are the responsibility of the client. This report relates only to the samples reported above, and may not be reproduced, except in full, without written approval by EMSL. EMSL bears no responsibility for sample collection activities or analytical method limitations. The report reflects the samples as received.
Results are generated from the field sampling data (sampling volumes and areas, locations, etc.) provided by the client on the Chain of Custody. Samples are within quality control criteria and met method specifications unless otherwise noted. The above analyses were performed in general compliance with Appendix E to Subpart E of 40 CFR (previously EPA 600/M4-82-020 “Interim Method”) but augmented with procedures outlined in the 1993 (”final”) version of the method. This report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST or any agency of the federal government. Non-friable organically bound materials present a problem matrix and therefore EMSL recommends gravimetric reduction prior to analysis. Unless requested by the client, building materials manufactured with multiple layers (i.e. linoleum, wallboard, etc.) are reported as a single sample. Estimation of uncertainty is available on request.
Samples analyzed by EMSL Analytical, Inc. Indianapolis, IN NVLAP Lab Code 200188-0, AZ0939, CA 2575, CO AL-15132, TX 300262, A2LA Accredited - Certificate #2845.25

1.3 DESCRIPTION OF WORK
A. The Contractor shall be made aware that lead and other RCRA-8 metals are confirmed or assumed to be present within painted components throughout the Site which will be impacted by the Emergency Notification System Project. All work under this Section shall be performed to minimize the quantity of hazardous waste generated, protect the health and safety of all site personnel and building occupants, the welfare of the public, and avoid adverse environmental impacts.
B. The Contractor shall be required to comply with all aspects of the Occupational Safety and Health Administration (OSHA) Regulations pertaining to lead and other RCRA-8 metals with regards to disturbance of these materials when performing their work.
C. It shall be the sole responsibility of the Contractor for compliance with this Section, including all costs associated with, but not limited to:

The Contractor must comply with this Section as well as all local, state and federal regulations governing the removal, transport, and disposal of RCRA-8 metals in paint.
E. In the absence of analytical testing results, Contractor shall assume that paints and coatings impacted by the Emergency Notification System project contain RCRA-8 metals. The abatement, removal, handling, containerization, and disposal/recycling of wastes shall be in accordance with this Section.
F. It should be noted that the abatement of RCRA-8 metal containing paint by a licensed
Lead Abatement Contractor shall not be required for performance of the abatement and demolition work outlined under this Contract. The building is not considered a residence where children under the age of six (6) reside, therefore, abatement of lead-containing components will not be required as per Massachusetts Department of Public Health (DPH) "Child Lead Poisoning and Prevention Regulations. However, compliance with the OSHA Lead in Construction Standard is required under this Contract.
G. OSHA regulates activities that disturb the lead and other RCRA-8 metals by the use of manual techniques. Regulated activities include but are not limited to abrasive blasting, welding, drilling, cutting, burning on structures, manual scraping or sanding, and manual demolition of components. I. Approvals and Inspections: Temporary facilities, work procedures, equipment, materials, services, and agreements must fully comply with EPA, OSHA, RCRA, and NIOSH recommendations, standards and guidelines, as well as any other applicable federal, state, and local regulations. Where there exists an overlap of these regulations and guidelines, the most stringent shall apply.
J. Toxicity Characteristic Leaching Procedure Testing: All materials which are determined to be hazardous waste or regulated waste for lead and other RCRA-8 metals shall be disposed of by the Contractor as specified herein. On behalf of the Owner the Consultant shall perform representative Toxicity Characteristic Leaching Procedure (TCLP) tests of painted waste debris to ensure the material is properly profiled for disposal. This shall also include all testing required by the disposal or recycling facility. The Contractor shall provide 48 hours’ notice to the Owner and Consultant, once waste has been packaged for transport and disposal, that abatement waste is ready to be tested. No additional waste will be permitted to enter that waste stream following collection of TCLP samples. All costs associated with TCLP testing to profile the waste material shall be borne by the Owner. If the material is found to be hazardous waste or regulated waste, the Contractor shall provide appropriate drums/containers for use. The Contractor shall properly handle and transport all hazardous waste or regulated waste material into the drums/containers provided.
K. Disposal: The Contractor shall dispose of painted debris and associated materials in accordance with Part 3.6 of this Section. All costs associated with proper disposal of the waste materials (whether hazardous or regulated) shall be borne by the Owner.
