Project Description

424001.1.1 Project Description

The intent of this project is to investigate the structural integrity of 3 perimeter wall sections as well as to develop a method for construction works to re-establish the structural integrity and to mitigate the deficiencies.

The lengths of the perimeter walls, in the three locations, are of approximately 30 meters each. The three sites are as follows:

1- Site one (inside the embassy) 2- Site two within the ambassador's house (south garden) 3- Site three, within the ambassador's house (north of tennis court)

The embassy is located in an area that mediates Al-Rawda Roundabout and Al- Maliki Roundabout, near the Italian and Chinese embassies.

First work site is located within the western courtyard at the embassy, which is used as a parking garage and public services area. Cranes and vehicles are possible to enter this site, but the maximum height provided by the entrance gate must be taken into account.

As for, the ambassador's house, located in the Al-Rawda area, a five-minutes’ walk from the embassy location, where the house is located in the middle of Ziyad Ibn Abi Sufyan Street. The ambassador's house has a gate that is used for entrance of vehicles and individuals. The entry of vehicles to the second site is limited and cannot exceed the limits of the western and southern gardens, due to the damage that the vehicles will cause to the green grass area in these two parks, while it is impossible for the vehicles to reach the third site at all from the inside.

Description

Erga outsourced ACTS Lebanon to perform an on site survey, including topographic and existing structures measurements and scans, taking samples and testing for existing concrete and steel members, excavation for foundation measurements and evaluation, then issuing Geotechnical and existing concrete assessment reports and related test results.

Based on data collected on site, Erga is providing structural design verification for the existing steel bracing and existing concrete walls, in order to evaluate their existing strength, against current codes and standards.

02.1 Executive Summary

02.1.1 Overall Progress Summary

02.1.2 Major Activities

100% Construction Report - R01

UNCLA

1- ACTS teams went on site for topographic survey, existing structure measurements, and sample extraction for testing.

2- ACTS team issued several daily reports describing tasks achieved during site investigation, along with few pictures (see Photos section below).

3- Erga followed up, almost on a daily basis to make sure progress is being made and meeting up with schedule.

02.1.1 Overall Progress Summary

4- ACTS teams faced a few hurtles related to permission needed for external investigation.

5- Pictures received for existing foundation show rubble walls (Rakkeh) supporting existing concrete walls, built-up from deep bearing layer up to a level below finish grade, topped with a tie-beam, itself supporting the concrete walls above.

Executive Summary

6- ACTS, on site survey teams, provided topographic survey and existing structures measurements (see section 5).

7- ACTS lab team provided test results for the samples taken on site. In addition, ACTS provided the Geotechnical report and existing concrete structural assessment report (see section5).

8- Following receipt of all aforementioned data, Erga performed a structural design verification of the existing structures both for the existing steel fences, and for the existing concrete walls, in all three locations (see calculation in section 6.1.2).

Summary Conclusion:

Based on pictures received, test data and calculations conducted, all Walls's structural system parameters are deficient and do not meet current code requirements. In addition, existing foundation walls (Rubble walls) supporting existing concrete walls are inadequate per current standards.

UNCLA

Executive Summary

424002.1.2 Summary Conclusions

1- Data received from site was issued with the 35% construction phase report 2- Current phase included verification of existing steel fences, for each of the locations, and verification of the existing concrete walls supporting steel fences, using measurement information retrieved from site and results from tests conducted.

3- Based on site survey, test results and structural assessment, it is concluded that the existing situation is not per current standards, with following summary:

- Existing embassy west courtyard reinforced concrete wall has good compressive strength, despite apparent cracks and deterioration all along. But foundation is weak.

- Existing embassy west courtyard steel fence has several members, overstressed, knowing that the base plate connections to concrete wall are inadequate and deteriorate.

- Existing Ambassador's house north of tennis court reinforced concrete wall has bad compressive strength with apparent cracks, with inadequate and weak rubble wall foundation system.

- Existing Ambassador's house north of tennis court fence has several members overstressed, knowing that the base plate connections to concrete wall are inadequate and deteriorating.

- Existing Ambassador's house south garden reinforced concrete wall has bad compressive strength with apparent cracks, with inadequate and weak rubble wall foundation system.

- Existing Ambassador's house south garden steel fence has several members overstressed, knowing that the base plate connections to concrete wall are inadequate and deteriorating.

Based on the above summary, the following solutions are proposed for client evaluation and decision.

Options available are:

1. Keep existing systems in place, repair existing concrete walls and strengthen existing steel members by providing adequate steel bracing and adequate anchorage connections.

Concurrently, injection or compaction grouting could be used for strengthening the existing rubble walls, which would involve injecting a grout material under pressure into the soil beneath or around the foundation to improve its stability and load-bearing capacity.

The injection process Includes:

• Drilling a small diameter casing around the perimeter of the foundation or through the foundation itself to access the soil beneath. The grout is then injected under pressure through the casing into the soil. This process continues until the desired amount of grout has been introduced or until the termination criteria has been achieved. The casing is removed in sections as the grout is injected.

• Throughout the process, the structure is monitored for any movement or changes.

• Typically, a high viscosity (high slump), low strength grout is used for these purposes.

Still, despite repairs, this option would not meet current codes and standards due to very low existing concrete strength for both Ambassador's house walls and due to instability of all existing walls against lateral loads.

2. Total replacement for all three existing walls and related steel fences atop. Technically best solution, but difficult to implement, on site, due to constraints and equipment inaccessibility issues from inside and outside.

3. Short of replacing the existing systems, it is proposed to build new reinforced concrete walls, on the inside of each location, topped with new steel picket fence per OBO standards while keeping the existing structures (steel and concrete) in place. Those new walls will either be supported on cyclopean concrete, going down to better soil, or will be supported on piling if accessibility is available for related equipment. The proposed new concrete wall will also serve the function of providing additional stabilization of the existing walls, outside of adding diagonal bracing.

4. Attached in section 6, is the proposed picket fence details provided for Client agreement, in case option 3 is chosen. In that case, a new separate phase, not part of this contract, can be initialed, for design of new concrete wall topped by new picket fences on top, compliant with OBO requirements, thus providing related design and budget estimate.

3 REGIONAL GEOLOGY

Geographically, Syria extends approximately between latitude 32°N and 37°N, and longitude 35°E and 42°E, and covers a surface area of 185,180sq. km. The geology of Syria is typically divided into three main geological zones:

Western Zone: This zone encompasses the coastal region along the Mediterranean Sea and includes the Anti‐Lebanon and Lebanon mountain ranges. It consists primarily of sedimentary rocks, including limestone, sandstone, and shale. The western zone is known for its rugged terrain and diverse geological formations.

Central Zone: The central zone of Syria is characterized by the Euphrates River valley and surrounding plains. This area contains sedimentary basins such as the Palmyra Basin and the Deir ez‐Zor Basin. It is rich in hydrocarbons and other mineral resources.

Eastern Zone: The eastern zone of Syria includes the desert regions bordering Iraq and Jordan. It consists of sedimentary rocks, volcanic deposits, and extensive sand dunes. This area is known for its arid climate and sparse vegetation.

Syria is situated at the boundary of the African, Arabian, and Eurasian tectonic plates, making it geologically active. It experiences seismic activity and deformation due to ongoing tectonic movements. The country exhibits various geological structures, including folds, faults, and uplifted blocks. These structures result from tectonic forces acting on the crust over millions of years.

A general geologic survey of the site and its surrounding area was conducted, coupled with a review of the geological maps. The site is located in Damascus, Syria. According to the geological map produced by the central establishment of geology and mineral resources (1964) the geological formation on site consists of Quaternary deposits ’Q3’ .The location of the site superimposed over the geological map produced by the central establishment of geology and mineral resources is presented in Figure 5 below.

Syria, situated in a region of significant tectonic activity, possesses various faults that contribute to its geological landscape. Among these, the Dead Sea Transform Fault forms a prominent boundary between Syria and Israel, known for its seismic activity. The Palmyride Fault, running parallel to the Dead Sea Transform Fault, has shaped the central Syrian landscape, fostering the formation of the Palmyride Mountain range. Extending into Syria from Turkey, the East Anatolian Fault accommodates the movement between the Anatolian and Arabian Plates. Additionally, the Sinjar Fault, traversing northern Syria, plays a role in the formation of the Sinjar Mountains, delineating part of the boundary between the Arabian and Eurasian Plates. These faults collectively influence Syria's geological features, seismicity, and tectonic dynamics.

The area of investigation is located close to the Dead sea zone ‐ fault. Therefore, the site is considered relatively close from the seismic activity. Minor inactive faults also exist around the site as shown in Figure 6. In fact, the violent shaking that would result from any earthquake would affect not only the structures immediately adjacent to the epicenter, but the most significant

Damascus Embassy Walls

Q26933_GIR001_Rev.00 Page | 7 seismic hazards in Syria are associated with the Dead Sea Transform Fault. Earthquakes in Syria can result from the movement along this fault as well as other regional tectonic processes.

It is, therefore, recommended that seismic considerations be taken in the analysis and design of the foundations and structure systems.

4 LOCAL GEOLOGY AND GROUND CONDITIONS

4.1 General

The information obtained from field works and laboratory testing indicates that the subsurface stratigraphy generally consists of one (01) geologic units. It should be noted that the connotation provided in Table 2 was used. Each unit might have a sub‐set depending on the type of material encountered.

Table 2: Connotation for Lithological Units Unit # General Behaviour

1 Cohesionless Soils (Not Encountered on Site)

2 Cohesive Soils

3 Highly Weathered Rock – Low Core Recoveries (Not Encountered on Site)

4 Highly to Slightly Weathered Rock – High Recoveries (Not Encountered on Site)

The detailed descriptions of the lithological units are provided below.

Quaternary Deposits – Unit 2: Encountered in all trial pits, a layer consists of cohesive soil and can be described as, dark brown, Gravelly Sandy Clay, moist and cohesive with occurrence of Cobbles and Boulders of mainly Limestone beneath the foundation’s orientation.

4.2 Ground Water

The groundwater table was not encountered during the excavation. Nevertheless, it should be noted that the groundwater table in the project area may be subject to seasonal variations as well as nearby dewatering activities (if any).

7 TERZAGHI’S BEARING CAPACITY THEORY

Using equilibrium analysis, Terzaghi expressed the ultimate bearing capacity in the form.

Referring to Terzaghi’s Bearing Capacity Theory, the ultimate bearing capacity can be calculated using the following equation:

Qa = qu / FOS = (c’ Nc + qNq+ 0.5 γ B Nγ) / FOS (Equation 1)

Where:

qu : Ultimate bearing capacity (kPa) qa : Allowable bearing capacity (kPa) c’ : Cohesion of Soil (kPa) q : γ Df

Df : Depth of Footing from Ground Surface Level (m) γ : Unit weight of soil (kN/m3)

B : Foundation Width (m)

Nc, Nq, Nϒ : Bearing Capacity Factors (Terzaghi’s Bearing Capacity Factors)

F.o.S. : Factor of Safety = 3

The allowable bearing capacity of shallow foundations on Soil can be calculated using the equations above which will result in an allowable bearing capacity of 138 KPa.
