Brief description of facility and proposed connection:

Briefly describe why this activity requires a Drainage Connection Permit (Include where the stormwater will discharge to FDOT right of way):

This project requires an FDOT drainage connection permit because of the increase in drainage area flowing into the FDOT owned storm network on Castillo Drive. This project will also be modifying an existing connection to a structure within the FDOT right-of-way.

The project is located at the Castillo de San Marcos National Monument in Saint Augustine, Florida.

The proposed work is to replace and upgrade the existing stormwater system onsite and reroute the drainage into the FDOT operated storm network located on Castillo Drive that outfalls into the Mantanzas River.

Pollution Prevention

Did You Know???

For every acre under construction, about a dump truck and a half of soil washes into the storm system and into a nearby stream/Creek unless the contractor uses proper erosion control.

Best Management Practices (BMPs) for Erosion and Sedimentation Control at Construction Sites

Did you know that uncontrolled erosion run-off from a construction site will most likely end up in a creek or lake? Eroding construction sites are a leading cause of water quality problems in Florida. Turbid run-off from construction sites enters nearby storm sewer systems that discharge directly to water bodies. This cloudy water can:

• smother vegetation and other in-stream habitats,

• prevent light penetration within the water body,

• clog gills of fish and other aquatic organisms, and

• transport toxic metals and other compounds to our surface waters.

Erosion control is easy and can be relatively inexpensive. When developing your erosion control plan remember to apply the principals of erosion and sediment control:

• Fit development to the terrain

• Install protective measures before any clearing or earth moving

• Time grading and construction to minimize soil exposure

• Retain existing vegetation wherever possible

• Vegetate and mulch denuded areas

• Divert runoff away from denuded areas

• Minimize length and steepness of slopes

• Keep runoff velocities low

• Prepare conveyances and outlets to handle increased flows

• Trap sediment on site

• Inspect and maintain control measures

A properly installed silt fence can prevent sediments from migrating off site.

The use of best management practices (BMPs) for sedimentation and erosion control for all excavations are now required. BMPs must provide equal or better protection than those currently compiled by the Florida Department of Environmental Protection.

Approved 2023-D-297-00025

Construction Entrances

• Remove vegetation, roots, and other material from entrance.

• Lay down geotextile then 6 inches of

FDOT No. 1 Coarse Aggregate on top.

• The length of entrance must be at least

50 feet.

• Maintain as needed to prevent tracking or flow of mud onto public rights-of-way.

Silt Fences

• Install within 24 hours of land disturbance.

• Bury 8 inches of fabric in trench.

• Leave no gaps (overlap or twist ends together).

• Maintain and repair until a ground cover is established.

Soil Piles

• Locate away from downslope streets, driveways, streams, wetlands, lakes, etc.

• Keep covered with plastic sheeting.

• Carefully wet down exposed soil to keep dust and erosion to a minimum.

Storm Sewer Inlet Protection

• Protect nearby storm sewer inlets with straw or synthetic bale, synthetic fabric, filter sock, or other measure.

• Inspect, repair, and replace as needed, and remove sediment deposits after every storm.

Sediment Cleanup

• Remove soil tracked onto the street after each workday.

• Cleanup all soil that has washed off site following a storm.

Preserving Existing Vegetation

• Preserve existing trees, shrubs, and other vegetation whenever possible.

• To prevent root damage, do not grade, place soil piles, or park vehicles near trees marked for preservation.

• Place plastic mesh around trees extending to the drip line to protect the area below their branches.

Revegetation

• Seed, sod, or mulch bare soil as soon as possible. Vegetation is the most effective way to control erosion.

Seeding and Mulching

• Spread and compact 2 – 4 inches topsoil.

• Seed with appropriate mix for site and season.

• Rake lightly to cover seed with ¼ inch of soil.

• Mulch with anchored straw.

• Gently water every other day until grass is 2 inches tall.

Sodding

• Leave or replace 4 inches of topsoil.

• Lightly water soil before laying sod.

• On slopes, lay sod starting at the bottom and work toward the top, laying in a brickwork pattern. Peg each piece down in several places.

• Use sod from sources certified by the Division of Plant Industry as “noxious weed-free”.

• Initial watering should wet soil 6 inches deep. Then water lightly every other day to keep soil moist.

Information Required for Dewatering Approval for FDOT Permits

Please provide the following at the time of application. If your permit was previously approved, please submit this information as soon as you recognize the need for dewatering activities:

Dewatering Plan, signed and sealed by a Professional Engineer of a Professional Geologist, which addresses the following:

o Project Background and dewatering requirements o Plan and profile view of dewatering systems o Subsurface soil and groundwater conditions in the project area o The hydraulic conductivity of the sub-soils present at the site o The nature, locations, and depths of subsurface installations for the dewatering systems o The nature, locations, and detailed dewatering pump(s) information o The general route of discharge and all points of discharge o The estimated groundwater extraction and discharge rates for system o The Best Management Practices to control turbidity and erosion at the discharge location.

FDEP Generic Permit for Discharge of Produced Ground Water from Non-Contaminated Site Activity

WMD Noticed General Permit for Short Term Construction Dewatering Activities will be required if :

o Withdrawal is over 300,000 gallons per day o Withdrawal exceeds 30 days duration o The capacity of the pump is over 1,000,000 gallons per day

A Short-Term Construction Dewatering Permit can be issued for activities when:

1. The withdrawal method is a well-point system or vacuum underdrain (sock).

2. A hydraulic pump is used to maintain or repair existing permitted systems, and discharges through the permitted control structure.

3. The withdrawal method does not discharge directly into an OFW, Class I or Class II water body (“not directly” means a mixing zone or dispersal method must be employed).

4. The withdrawal method cannot be used on lands used for industrial purposes or landfills.

5. The maximum total withdrawal does not exceed 180 million gallons (maximum daily for first 5 days (<6 mgd, thereafter <4 mgd. Average daily for first 60 days = 2 mgd and = 1 mgd for duration).

6. The maximum duration does not exceed 180 days.

7. Turbidity control measures are in place when needed.

8. No adverse impacts occur off-site.

Note A – Exceeding the above Short-Term Construction Dewatering Permit thresholds will require a general or individual CUP based on project rate/volume thresholds.

Note B – Dewatering projects with numerous phases and/or contractors may not qualify for Short-Term Construction Dewatering Permits based on the connectivity/complexity of the project and will be assessed on a case-by-case basis.

Proposed steps and effort to be taken to prevent offsite flooding, if not addressed in the Dewatering Plan.
