About this file

This is a Sources Sought Notice for market research purposes issued by the US Army Combat Capabilities Development Command (DEVCOM), Command, Control, Communication, Computers, Cyber Intelligence, Surveillance and Reconnaissance (C5ISR) Center. The Government is identifying qualified vendors capable of rapidly producing the Family of Counter-UAS Systems (FoCUS), a multi-sensor, multi-modal Counter-Unmanned Aerial System (C-UAS) integrated onto multiple Tactical Ground platforms. The notice emphasizes that this is for informational purposes only and does not constitute a binding solicitation or promise to issue an RFP, RFQ, or contract.

The scope of work requires contractors to procure and fabricate all hardware specified in the Government-provided Build of Materials (BOM) and Technical Data, including exact makes and models of sensing, computing, and mast hardware, with commercial equivalents acceptable for other components. Contractors must install and verify software compatibility with Government-provided FoCUS software, ensuring subsystem versions match current configurations and performing calibration and system function checks. Additional responsibilities include assembling, fabricating, and integrating hardware onto Tactical Ground platforms in specified quantities, with mechanical fabrication tasks including cutting, bending, welding, painting, and stenciling, as well as electrical component fabrication such as rugged cable assemblies and vehicle harnesses. The minimum production requirement is one system per month, and contractors must provide recommendations for design changes to accelerate production. Interested firms should submit documentation including company name and address, valid CAGE Code and SAM registration, point of contact information, business size status, manufacturing expertise on Army vehicle platforms with relevant contract references, delivery capabilities, place of performance, and estimated production costs with potential quantity discounts. Both small and large businesses are encouraged to respond.

SOURCES SOUGHT NOTICE

1. NOTICE: This is a Sources Sought Notice. This notice is for informational purposes only and does not constitute a Request for Proposal (RFP), Request for Quotation (RFQ), or a promise to issue solicitation. The U.S. Government is conducting market research to identify qualified sources capable of rapidly producing the Family of Counter-UAS Systems (FoCUS) hardware.

2.AGENCY: US Army Combat Capabilities Development Command (DEVCOM), Command, Control, Communication, Computers, Cyber Intelligence, Surveillance and Reconnaissance (C5ISR) Center 3.TITLE: Production of Palletized FoCUS system

4. BACKGROUND: FoCUS is a multi-sensor, multi-modal Counter-UAS (C-UAS) system that is currently integrated onto the multiple Tactical Ground platforms. US Army DEVCOM C5ISR Center is seeking qualified and capable vendors to rapidly produce FoCUS systems that are integrated onto these platforms. Technical Data / Build of Materials (BOM) exists for the integrations on the platforms and will be provided to vendors in the event of a contract award. Additionally, C5ISR Center is available to provide oversight or input to the assembly process if desired.

5. SCOPE OF WORK: The contractor shall:

Procure/fabricate all hardware specified by the BOM/Technical Data to include the exact make/model of sensing, computing and mast hardware listed in the BOM/Technical Data. All other hardware can utilize suitable commercial equivalents.

Install and verify software compatibility with the GOVT provided FoCUS software. This will include verifying that individual subsystem software and firmware versions match the current configuration, confirming calibration and performing system function checks.

Assemble, fabricate and integrate the hardware onto the Tactical Ground platforms in accordance with the provided Technical Data, in quantities specified by the GOVT. This will involve fabrication of mechanical components including, but not limited to cutting, bending, welding, painting, and stenciling, and fabrication of electrical components such as rugged cable assemblies, power distribution boxes, and vehicle harnesses.

Provide recommendations for system design changes that will enable more rapid production of FoCUS systems.

Produce systems at a pace of not less than 1 per month.

6. INFORMATION REQUESTED: The Government is seeking to gain knowledge of interest, capabilities, and qualifications of industry, to include both small and large businesses.

If your company is interested and can demonstrate the firm’s ability, capability, and responsibility to deliver the equipment summarized above, we encourage you to respond to this announcement with a statement of your qualifications and capability.

Please provide the following information in a document via email (contact information is below):

1. Name and address of the firm

2. CAGE Code (valid System for Award Management (SAM), is mandatory.

3. Point of Contact (name, phone number, and email address).

4. Company’s business size status (small or large). If claiming small business status, the information must be verifiable in SAM.

5. Summary of your company’s expertise in the manufacturing system of systems on Army vehicle platforms. Statements of your firm’s expertise should include reference to relevant contracts performed (including a description of the scope, quantity manufactured, contract number, and point of contact with phone number).

6. Summary of your company’s delivery capability.

7. Summary of the place of performance.

Once your company’s information is verified, you will be provided with the Build of Materials/Technical Data for the Tactical Ground platform variants of FoCUS. Using this information please additionally provide:

a. Estimated cost to produce the new design to include any expected quantity discounts.

All interested firms and manufacturers, regardless of size, may respond to this request for information. Information submissions can include product literature and illustrations, relevant company background/experience.
