About this file
This Performance Work Statement (PWS) details the Space Weather Observations Mission Operations Services (SWO-MOS) Task Order 01 for the first observatory (SOL-A) in the Space Weather Next project. The document outlines a contract for developing and supporting mission operations services for a satellite observatory positioned at the Sun-Earth L1 Lagrange point, to be launched no earlier than June 2029.
Key requirements include establishing a multi-mission solution based on the existing SWFO-L1 Command and Control system, with incremental development and deployment across multiple government sites including NOAA Satellite Operations Facility in Suitland, MD and NESDIS Consolidated Backup Facility. The contractor must develop, test, and maintain a solution that supports the entire mission lifecycle, including satellite and instrument development, launch support, nominal operations, and anomaly resolution. The performance period runs from January 2026 to June 2030, with specific milestone-driven incremental builds and releases aligned to project reviews and mission readiness events. The observatory will carry instruments including a coronagraph, solar X-ray irradiance sensor, solar wind plasma sensor, magnetometer, and other specialized space weather monitoring equipment.

1 INTRODUCTION
1.1 Overview
The Government requires that the multi-mission Space Weather Observations Mission Operations
Services (SWO-MOS) support the first observatory in the Space Weather Next (SW ext) Space
Weather Observations at L1 (SOL) project, in accordance with the Mission Oper ns Services
Requirements Document (MOSRD) and meeting maturity milestone provided he SOL Review
Plan. The SOL project will deploy two observatories, the first, SOL-A, is i nd o launch no earlier than June 2029 and subject to appropriation, the second, SOL-B uld laun o earlier than
2032 (See figure 1). The two observatories will be near copies of each o her and will a be a near copy of the SWFO-L1 observatory with respect to their observatio , operational, orbit, communications requirements. They will each host solar remot nsing and in situ instrum
Each observatory will be a Sun-pointed, 3-axis stabilized sat te stationed in a Lissajous orbit around the Sun-Earth L1 point. The SOL observatory payl d instruments will consist of the following:
• Coronagraph
• Solar X-ray irradiance sensor
• Solar wind plasma sensor
• Magnetometer
• Solar wind suprathermal ion s so
• Partner Contributed Instrument CI)
