About this file

This is a draft Statement of Work (SOW) for Memorial Day Weekend event support at Willamette National Cemetery in Portland, Oregon. The contractor shall provide tents, chairs, traffic control flaggers, and porta-potties with setup on May 22, 2026 (between 8:30 AM and 3:00 PM) and teardown on May 26, 2026 (between 8:30 AM and 1:00 PM). The Department of Veterans Affairs National Cemetery Administration is conducting this as a firm-fixed-price procurement under NAICS 532289 (All Other Consumer Goods Rental) with a small business size standard of $12.5 million. The government is currently issuing a Sources Sought synopsis to identify potential qualified sources, including hubzone, 8(a), small, small disadvantage, veteran-owned small business (VOSB), and service-disabled veteran-owned small business (SDVOSB) firms, with the intent to potentially set aside the solicitation if two or more certified SDVOSB or VOSB firms can perform at fair and reasonable prices per 38 U.S.C. 8127.

The specific deliverables include 100 beige plastic folding chairs; three tents (one 15 ft. x 30 ft. white tent on 10 ft. legs with ballasts, one 20 ft. x 40 ft. white tent on 10 ft. legs with ballasts, and two 10 ft. x 10 ft. white tents on 10 ft. legs with ballasts); four 8 ft. x 20 ft. white sidewalls; and porta-potties at four designated locations (Rostrum with 2 ADA toilets/2 regular toilets/1 hand wash; Shelter 4 with 1 regular toilet/1 hand wash; Columbarium 2 with 1 regular toilet/1 hand wash; and Columbarium 9 with 1 regular toilet/1 hand wash) requiring daily cleaning and servicing. Traffic control requires five flaggers total on Memorial Day (May 25, 2026) between 8 AM and 3 PM—three flaggers at Gate 1 and two flaggers at Gate 3 on Mt Scott Boulevard. The contractor must comply with all federal, state, and local laws; OSHA safety regulations; and ensure contractor representatives present a neat appearance and demonstrate English language proficiency.
