Statement of Work Summary: Aeration Blower and Silencer Vibration and Shock Fixture Fabrication

This Statement of Work (SOW) defines the requirements for fabricating, assembling, and testing vibration and shock fixtures for an aeration blower and silencer system in support of PMS321's LCC19 aeration blower and discharge assembly. The work will be performed at the contractor's facility and at NUWCDIVNPT in Rhode Island, with Code 45 as the authorized user and OMN funding type. The contractor must fabricate and assemble test fixtures using Government Furnished Material (GFM), including copper-nickel piping and rigid fixtures, to replicate shipboard environmental conditions per Mil-DTL-901E standards. The manufacturing effort supports two specific test series: the Engineered Systems & Products Model NB12005/10/2542 Blower Package and the Stoddard D13-2.5 Dwg 71C622 Blower Discharge Silencer. Work is governed by applicable documents including CUI_FIXTURING BLOWER, CUI_PP SEGMENTS-BLOWER TEST, CUI_SILENCER FIXTURING, CUI_SILENCER PP ASSY (all dated 29 May 2026), Mil-Std-167A, and Mil-DTL-901E.

The contractor must deliver a written Fabrication & Inspection Report in PDF format within five business days of assembly completion, documenting drawing compliance and inspection results. The contractor shall ship both assemblies to NUWCDIVNPT and provide on-site technical personnel during Government-executed fitment evaluation, with minimum 10 business days' advance notice required. Following fitment evaluation, the contractor shall incorporate necessary modifications and submit a draft Summary Report within 10 business days of completion; the Government will review within 5 business days, after which the contractor must provide a final version incorporating feedback within 3 business days. Final acceptance of the Summary Report is required for contract closeout and final invoice approval. All contractor personnel must comply with 32 CFR Part 117 (NISPOM) security requirements, Controlled Unclassified Information (CUI) safeguarding protocols, and Operations Security (OPSEC) procedures; any electronic spillage caused by the contractor will result in all remediation costs being charged to the contractor.
