About this file

This is a Draft Statement of Work for the procurement of a silane distribution system for the National Institute of Standards and Technology (NIST) Boulder Microfabrication Facility. NIST requires replacement of an end-of-life silane gas delivery system consisting of a gas rack and valve manifold box (VMB) that must integrate with existing toxic gas monitoring systems and life safety equipment. The contractor must deliver personnel with required government security badges and provide only new equipment—no prototypes, demonstrations, used, or refurbished items are acceptable.

The technical requirements specify a CiphercoN 1500 Gas Rack or equivalent configured as a two-cylinder system (one silane outlet, one nitrogen purge) that meets SEMI S2 and CGA-13 standards, includes automated computer-controlled delivery via touch screen, dual-stage regulators, CGA DISS fittings, integrated UVIR detection, excess flow switches, manual isolation valves with LOTO capability, evacuation systems to semiconductor industry standards, and bidirectional communication with the existing Toxic Gas Monitoring System. The VMB must be a FlexGas VMB or equivalent capable of delivering UHP silane to up to eight process tools with independent nitrogen purging, electronic shutoff valves, pressure transducers, excess flow switches, and expandability to support two additional spare delivery lines. All materials must be silane-compatible, and the system must operate year-round outdoors in Boulder, Colorado with appropriate weatherproofing and control heaters if required. The contractor is responsible for delivery, on-site commissioning including site acceptance testing, assisting with gas introduction to process lines, and providing written operational procedures for cylinder changes and purging operations.

DRAFT Statement of Work Silane Distribution System

1. Background Information:

a. The National Institute of Standards and Technology (NIST)-Boulder has a state-of-the-art research laboratory (the Katharine Blodgett Gebbie Building) to support the most sensitive research done at NIST. Included in this building is a Class 100 microelectronics fabrication facility, called the Boulder Micro-Fabrication Facility (BMF). Among the many critical pieces of equipment in this laboratory is equipment that uses the process gasses silane (SiH4). Silane is a toxic and pyrophoric gas and needs to be stored in and outside bunker using a gas rack and is delivered to tools through a specialized gas valve manifold box (VMB). Recently, the BMF has learned that their existing system has reached end of life and the system needs to be replaced for safety and operational reasons. The Government requires a new silane delivery system that is compatible with its existing life safety equipment, such as the toxic gas monitoring system and other gas cabinets to continue to use silane as process gasses.

2. Scope of Work:

a. Objectives:

i. The goal of this contract is to provide the Government with a new silane distribution system consisting of a gas rack and VMB to meet the needs of the NIST Boulder community.

b. General:

2. Provide all new items. Prototypes, one-off systems, demonstration models, used instruments, or refurbished instruments are unacceptable.

ii. Specifications for the Work:

1. All staff must be badged by NIST Security. No one may enter the site without a badge.
