About this file

This Statement of Work (SOW) details comprehensive preventative maintenance for a CCTV system located at the Kaiserslautern Military Community (KMC), covering Ramstein Air Base and Vogelweh from December 2025 to December 2030. The maintenance scope includes Bosch CCTV equipment for multiple units (86 SFS, 86 MXG, 86 VRS, 86 LRS, 86 MUNS, 786 CES, 435 CTS, 569 USFPS), with quarterly maintenance performed each year. System components include cameras (fixed, PTZ, infrared), network video recorders, Bosch Video Management Software, storage devices, monitors, power supply systems, and network infrastructure.

The maintenance plan involves monthly remote system checks, quarterly physical maintenance tasks (lens cleaning, storage capacity verification, power supply testing), biannual comprehensive system testing, and annual detailed inspections and procedure reviews. Key requirements include maintaining system reliability, security, and effectiveness through regular calibration, firmware updates, environmental checks, disaster recovery planning, and continuous improvement mechanisms. The contractor must employ qualified, security-vetted operators, maintain strict confidentiality, carry EUR 5 million in insurance, comply with health and safety regulations, and adhere to the purchaser's code of practice for CCTV system operation and management.

o Environmental check: Inspect the physical environment around cameras for any changes that might affect performance (e.g., new construction, vegetation growth).

• Biannual Maintenance o Full system test: Perform a comprehensive test of all system components, including failover procedures, alarm triggers, and remote access functionality.

o Calibration: Calibrate cameras, especially PTZ and thermal cameras, to ensure accuracy in detection and tracking.

o System audit: Conduct a full audit of the CCTV system to identify potential improvements and ensure compliance with security policies.

o Training: Conduct annual training for all relevant personnel on system operation, troubleshooting, and maintenance procedures.

• Annual Maintenance o Produce detailed inspection report: Perform a detailed inspection of all cameras, cabling, and infrastructure for wear and tear.

o Review and update procedures: Review the entire maintenance plan and update it based on new technologies, changing security needs, or lessons learned from incidents.

4. Emergency Maintenance Procedures

• Incident Response:

o Immediate assessment: In the event of a system failure or critical malfunction, the IT team should assess the situation remotely within 24 hours.

o Temporary solutions: If a camera or system component fails, deploy temporary measures such as spare cameras or network equipment.

o Critical repairs: High-priority repairs should be completed within 48 hours to minimize system downtime.

• Replacement Protocols:

o Vendor support: Establish quick-response agreements with vendors for urgent repairs or replacements.

5. Documentation and Reporting

• Maintenance logs: Keep detailed records of all maintenance activities, including dates, tasks performed, issues identified, and corrective actions taken.

• Incident reports: Document any system failures, malfunctions, or security breaches, including the root cause analysis and steps taken to resolve the issue.

• Review meetings: Hold quarterly meetings with the maintenance, security, and IT teams to review system performance, maintenance activities, and incident reports.

6. Compliance and Security

• Security protocols: Access Control, limit access to CCTV system components to authorized personnel only.
