About this file
This is a Statement of Work (SOW) for the overhaul and maintenance of a 30-foot barrier boat (Hull 30BB0701) at Portsmouth Naval Shipyard in Kittery, Maine. The contractor must complete all overhaul tasks within three months from award and delivery of the vessel to the contractor's facility. Work will take place at both Portsmouth Naval Shipyard and the contractor's facility. The contract involves comprehensive maintenance and upgrades across 19 detailed work items covering hull inspection and repair, propulsion systems, fuel systems, electrical systems, sea water systems, fire suppression certification, steering systems, structural components, and final sea trials.
The SOW specifies fixed pricing for each contract year (base period and option periods) with separate pricing for labor during normal government working hours and outside hours, multiple labor categories (Senior Technician, Technician, Assistant), travel fees (per-mile beyond 30 miles from PNSY, one-way, capped), parts and materials (pass-through with industry-standard markup), and other routine fees. Pricing must remain fixed throughout the contract duration with no tiered discounts permitted. The contractor must maintain comprehensive cost records, submit monthly cost reports, and coordinate periodic reviews with the Contracting Officer's Representative (COR) to ensure costs remain within authorized funding limits. All replacement parts require Condition Found Reports (CFR) with government approval before work commences. Security requirements mandate that all contractor personnel be U.S. citizens with proper identification and access credentials. The boat's design specifications include a 30-foot length, 14.16-foot beam, 44,450-pound hull weight, and Cummins diesel engines rated at 281 horsepower at 1,800 RPM.
