About this file

This Statement of Work (SOW) details the 305 Operations Group's requirement for software licensing and support for a Fuel Inflight PM (FIPM) and Fuel Transaction PM (FTPM) system at Joint Base McGuire-Dix-Lakehurst (JB MDL), New Jersey. The objective is to implement a comprehensive digital solution that automates fuel transaction reconciliation, eliminates manual data entry, and reduces processing time by up to 80% while ensuring regulatory compliance with AFI 11-253. The vendor will provide a 12-month license subscription for CAFDEx PM Supporting Fuel Inflight PM Process and Fuel Transaction PM, with capabilities including web-based platform access, in-flight refueling data submission, DD Form 791 transaction management, and potential mobile application integration.

The solution aims to standardize operations by replacing fragmented Excel files and email-based tracking systems, providing real-time visibility through dashboards, and integrating communication tools. Through automated DLA Energy interface integration, the system is expected to save 80-120 hours of manpower weekly, allowing Fuels Management Airmen to focus on higher-value activities. Delivery will be to Carolyn Franzen at JB MDL, with the contractor required to provide standard OEM warranties and comprehensive documentation prior to project acceptance. The finance point of contact is Katelyn Reavely, and the DoDACC code is F3A17B.

Statement of Work

305 Operations Group CAFDEx PM Supporting Fuel Inflight PM & Fuel Transaction

PM (FTPM) license subscriptions

1. Requirements. The 305 Operations Group new requirement for an AVPOL Fuel Management System with Offload Accounting capabilities for use at JB MDL, NJ.

Enabling the boom-operators to complete the process while still in-flight, this capability enables a quicker process completion, reduces time spent duplicating work, and enables faster, more accurate information availability. This requirement specifies the need for a web-based platform that enables boom operators to remotely submit in-flight refueling data and manage the DD Form 791 transaction process, ensuring strict compliance with DoD standards and security protocols.

2. Background. The decision to purchase FIPM and FTPM software systems has emerged because these systems offer significant advantages over traditional manual post-flight data by automating the collection, recording, and analysis of flight and refueling data.

These systems save boom operators time, reduce human error, and ensure more accurate and consistent data. Real-time data capture and automatic validation improve efficiency, while seamless data sharing enhances communication across teams and supports quicker decision-making. The reduced need for manual intervention allows operators to focus more on their core responsibilities. Additionally, FIPM and FTPM systems enable comprehensive post-flight analysis, help maintain regulatory compliance, and provide valuable insights into performance, fuel efficiency, and maintenance needs. With features like predictive maintenance and improved data aggregation, these systems lead to cost savings by minimizing errors and delays. Overall, they improve operational efficiency, reduce workload, and contribute to more informed decision-making, benefiting both boom operators and the broader flight operations team.

3. Scope of Work. The vendor shall provide software usage license, for a 12-month license period. No alteration, additions or deletions shall be made to the contract unless prior approval is given in writing by the Contracting Officer (CO).

Requirements. The following equipment shall meet or exceed the following:

a. CAFDEx PM Supporting Fuel Inflight PM Process license subscription

b. One year process support

c. Fuel Transaction PM (FTPM) license subscription

4. Objective. The objective is to implement a comprehensive, end-to-end digital solution that fundamentally transforms the Air Force's fuel program operations by establishing an integrated system that automates fuel transaction reconciliation, eliminates manual data entry, and reduces processing time by up to 80% while ensuring full regulatory compliance through the only HAF Audit compliant system that adheres to AFI 11-253 requirements. This modernization initiative seeks to create operational standardization through a unified command-level view that replaces fragmented Excel files and email-based tracking systems, while facilitating seamless WRDCO transitions via centralized data management and reduced training requirements. The solution will provide real-time visibility through dashboard capabilities with metrics, charts, and memo tracking to enable proactive monitoring, integrate communication tools to enhance collaboration between units and support personnel, and leverage web-based accessibility with mobile applications for global operations, including potential iPad integration for boom operators' inflight logging. Through automated DLA Energy interface integration, this initiative aims to achieve substantial manpower savings of 80-120 hours weekly, allowing Fuels Management Airmen to focus on higher-value activities rather than manual data entry, ultimately transforming fuel program management from a labor-intensive, paper-based process into an efficient, automated, and fully compliant digital operation that enhances mission readiness and operational effectiveness across all Air Force fuel management activities.

5. Deliverables. The licensing will be made available upon completion of contract award.
