About this file

This is a Draft Statement of Qualifications for a Multi-Agency Landfill and Airport Slope Mowing and Clearing contract. The document outlines mandatory qualifications for firms interested in providing steep-slope mowing, vegetation clearing, and sediment management services at airport and landfill facilities. Prospective offerors must demonstrate a minimum of five years of experience performing these services in comparable regulated environments, with documentation of at least three completed projects within the last seven years involving steep slopes at 2:1 grade or greater, heavy vegetation removal, and regulatory oversight. Firms must also demonstrate prior compliance experience with FAA Part 139 airside operations, state or federal landfill environmental regulations, or wildlife hazard mitigation environments. Offerors are required to own or maintain dedicated access to specialized equipment, including high-track skid steers with forestry attachments and heavy-duty tractors rated for slope operations, supported by proof of ownership or executed lease agreements.

Personnel qualifications are mandatory, requiring trained operators with documented steep-slope and regulated-site experience, along with OSHA-compliant equipment operation certifications. Additional compliance requirements include formal wildlife hazard response procedures aligned with FAA Part 139.337, environmental controls addressing herbicide prohibitions and soil protection standards, and documented utility coordination and damage prevention protocols. Firms must provide evidence of general liability, auto liability, workers' compensation, and environmental coverage meeting city minimums, along with three references from similar projects completed within the last five years. Failure to meet any mandatory qualifications in the areas of relevant experience, regulatory compliance, equipment access, personnel training, wildlife response capability, environmental controls, utility procedures, insurance coverage, or references will result in disqualification.
