Landfill and Airport Slope Mowing and Clearing

Scope: On behalf of the City of Atlanta, the Department of Aviation (DOA) and the Department of Public Works (DPW) seek a qualified contractor to provide specialized mowing, vegetation control, and clearing services at designated City-owned properties. These services must include the mowing of heavy brush and saplings on steep slopes; removal of vegetative and land debris (via mechanical clearing or herbicidal application); fence line clearing; and sediment removal from culverts and ponds, as required by the Georgia Environmental Protection Division (EPD) and the Federal Aviation Administration (FAA). All services must be performed in a manner that ensures positive drainage and allows for the free flow of water consistent with the natural topography of air and landside areas, sediment ponds, and landfill slopes.

Purpose: This scope of work outlines the complete responsibilities and performance expectations for the selected contractor. The contractor must deliver specialized services, including the mowing and clearing of heavy bush, trees, and saplings on steep slopes; removal of vegetative and land debris; treatment and clearing along fence lines and guardrails; stump grinding and removal; and the clearing of sediment from culverts and stormwater ponds. All work must comply with applicable regulations from the Georgia Environmental Protection Division (EPD) and the Federal Aviation Administration (FAA). All services must be executed in a manner that promotes positive drainage, enabling water to flow freely in accordance with the natural topography across airside and landside areas, stormwater retention systems, and landfill slopes. Mowing and clearing of steep slopes must also comply with FAA wildlife hazard control requirements under FAA Regulation Part 139.337, which mandates immediate mitigation actions upon identification of wildlife threats. Such threats include excessive vegetation near runways, taxiways, retention ponds, and other airport environments. In alignment with FAA Part 139.337 and TSA Part 1542, additional locations beyond the Security Identification Display Area (SIDA) will require slope, sediment, and vegetation clearing.

Wildlife Hazard Response Procedures:

In accordance with FAA Regulation Part 139.337, contractors must immediately halt work upon identification of any wildlife hazard that poses a potential safety or operational risk. The contractor shall promptly notify the designated Airport Operations representative and the Landfill Manager. Contractors will be provided with and must maintain access to the emergency contact numbers for the Landfill Manager and City of Atlanta Animal Control. This restriction does not apply to Department of Public Works (DPW) right-of-way or non-landfill areas where separate approval and guidance will be provided by the respective authorities.

Vegetation Treatment Approval Process:

All chemical vegetation control applications must receive prior written approval from the Landfill Authority before use. Approvals are contingent upon analytical testing conducted under the State of Georgia’s Groundwater Protection Standards (GWPS). The standard turnaround time for analytical testing and approval is a minimum of three (3) weeks from the date of submission.

Contractors must plan and submit all required documentation in advance to prevent disruption of scheduled work and to ensure compliance with environmental and safety regulations.

•Conduct traffic control and verify underground utilities using provided site construction drawings before performing any work.

Underground Utility Location Coordination:

Contractors will be granted access to all applicable construction drawings and site plans, which clearly identify the elevations and locations of both above-ground and below-ground utilities. It is the contractor’s responsibility to review these documents prior to any excavation, mowing, or clearing activities. All utility locates must be confirmed and documented before commencing work in each area. Contractors are fully responsible for any damage resulting from failure to comply with utility location protocols.

Utility Location and Damage Liability:

Contractors will be granted access to review all landfill blueprints and site plans, which indicate both above-ground and below-ground utility elevations and infrastructure layouts. It is the contractor’s responsibility to verify the location of all utilities prior to commencing any excavation, mowing, or clearing operations. The contractor shall bear full legal and financial responsibility for any damage caused to utilities or related infrastructure during performance of the work. All repairs to damaged utilities resulting from contractor activity must be completed promptly at the contractor’s sole expense and to the satisfaction of the City of Atlanta and the affected utility provider.

Vegetation Compliance:

In the event vegetation exceeds the stipulated height limits due to access restrictions, scheduling delays, or other causes, the contractor remains liable for compliance with Georgia EPD slope maintenance standards. Contractors must be responsible for any fines or penalties levied by the EPD against the City of Atlanta resulting from grass or vegetation overgrowth penetrating slope cover requirements.

Service Scheduling and Frequency:

Typical landfill mowing schedules will commence during the first week of April, June, August, and October. To eliminate ambiguity regarding the “as-needed” designation, service activation will be based on observed vegetation growth, environmental conditions, or inspection findings that indicate potential noncompliance with landfill maintenance standards. Contractors will be notified of upcoming service needs via written communication from the landfill manager, typically following pre-mowing site inspections conducted jointly by City personnel and contractor representatives. Contractors are required to attend all pre- and post-mowing inspection events. These inspections serve as the official trigger for as-needed work orders. A minimum of forty-eight (48) hours’ notice will be provided for scheduling purposes unless emergency conditions require immediate action. All as-needed activities must be confirmed in writing before commencement and documented upon completion.

Communication & Coordination: Contractors must maintain clear and ongoing communication with airport and landfill officials, including timely written notification of scheduled activities, regular reporting, and proactive resolution of issues.
