About this file
This document package includes a draft Statement of Objectives (SOO) and a related draft Request for Proposal (RFP) for the Small Tactical Electric Power 3-Kilowatt Tactical Power Source (STEP 3kW TPS) program.
The SOO outlines requirements for the development of a 3kW tactical power source prototype to replace the legacy 3kW Tactical Quiet Generator. It specifies a two-phase program, with the first phase for design, prototyping, and build activities over 24 months, and the second phase for 12 months of government testing and evaluation. The SOO provides background on program objectives and requirements, as well as details on design and analysis, configuration management, quality control, logistics support, data deliverables, management objectives, and security considerations.
The draft RFP solicits proposals to fulfill the requirements laid out in the SOO. It indicates the solicitation number, describes the opportunity, and lists associated documents including the SOO, draft performance specifications, and CDRL templates. It instructs offerors to submit any questions using the provided template by August 13, 2021, and notes the government will post responses after that date. The Project Manager Expeditionary Energy and Sustainment Systems and Product Director Small Expeditionary Power Sources are the agencies involved.

FOR OFFICIAL USE ONLY 3
1. Scope Determination 15
This project is for development of a 3kW tactical power source prototype to replace the 16 legacy 3-kilowatt (3kW) Tactical Quiet Generator (TQG) as part of the Small Tactical 17
Electric Power (STEP) program. 18
2. Program Objective 19
The Government develops a set of core solutions aimed at increasing the survivability, 20 effectiveness, and efficiency of cyber weapons systems and command and control 21 solutions employed by the Department of Defense (DoD) and the Department of the 22
Army. Proposed prototype solutions should take the form of technology pilots, 23 analysis/assessments, and initial operational capabilities. The solution must address the 24
Governments need for a generator set rated at 3kW or greater, but less than 5kW, and 25 operates on common military fuels: F-24 fuel conforming to STANAG 3747, Jet 26
Propulsion (JP)-8 fuel conforming to MIL-DTL-83133, or diesel fuel conforming to ASTM 27
D975. 28
The intent of this project is to utilize a new (or existing) design and improve it to meet or 29 exceed the requirements delineated in the Performance Specification, Item 30
Specification for the Generator, Small Tactical Electric Power: 3 < Kilowatts < 5 (PRF 31
6115-0133) and provide novel enhancements. Solutions should include prototype 32 improvements for increased reliability, operation on common military fuels, remote 33 control through the Tactical Microgrid Standard (TMS), and diverse paralleling 34 capabilities. It is desired that proposed solutions support early achievement of initial 35 operational capabilities for support of an expanding user community. 36
3. Background 37
The Small Tactical Electric Power (STEP) program is intended to replace the legacy 38
2kW Military Tactical Generator (MTG) and 3kW Tactical Quiet Generator (TQG), with 39 this SOO seeking to replace the 3kW TQG, specifically. The program received a 40
Materiel Development Decision in 3QFY14 but in JUN 2016, the Program Executive 41
Office, Combat Support & Combat Service Support (PEO CS&CSS) directed Milestone 42
(MS) B to be delayed to FY22 because technology was not then available to meet the 43 requirements in the Tactical Electric Power Capability Production Document. The 44 program is now moving toward a MS B decision in 1QFY22. 45
This project aims to procure, test, and mature both technology and reliability of 46 hardened Tactical Power Sources (TPS) of 3kW or higher, but less than 5kW alternating 47 current (AC) power, while adding additional capabilities such as inherent remote control 48 through the Tactical Microgrid Standard (TMS) and the ability to parallel with like sets 49 and sets of different sizes and quantities locally or remotely (TMS). The main technical 50 goals of this effort are to validate power outputs of at least 3kW, demonstrate reliability 51 of 687 hours Mean Time Between Failure (MTBF), and demonstrate safe paralleling 52 operation and remote control. 53
4. Period of Performance 54
FOR OFFICIAL USE ONLY 4
This project is expected to consist of two phases. The first phase is intended to be a 55 combined design, prototyping, and build phase lasting 24 months. Phase 2 is expected 56 to be a test & evaluation phase lasting 12 months. 57
The solution design of a 3kW hardened TPS will conform to the desired performance 58 requirements in Performance Specification (PRF 6115-0133). The Government 59 envisions the Open Architecture Tactical Microgrid Standards (TMS) being used for this 60 system for remote autostart capability and communications to a future hybrid power 61 system. The awardee will perform analysis and tests, as needed, to aid the design 62 process. 63
During Phase 2, the Government will perform developmental testing to ensure that the 64 end item satisfies the user’s performance requirements. This testing is expected to last 65 for approximately 12 months. The Government will work with an Army unit to perform a 66 user evaluation during this same 12-month time period. The awardee will provide 67 support during both the developmental testing and user evaluation. This support will 68 consist of operator training, operational troubleshooting, and all maintenance and repair 69 actions which are not covered in the user manual. 70
5. Configuration Management 72
This project will establish a product baseline to define the configuration of the 3kW 73 hardened TPS prototype with a demonstrated capability to satisfy the requirements in 74
Performance Specification PRF 6115-0133. This baseline shall be established and 75 presented to the Government in the form of a Critical Design Review (CDR) prior to the 76 building of the final prototypes. The CDR shall highlight design specifics to include, but 77 not limited to, technical approach to meeting project requirements, proposed bill of 78 materials, top level drawings, critical components identified, potential technical risks, 79
Events
FOR OFFICIAL USE ONLY 5
and any deviations from original proposed designs. The baseline shall be demonstrated 80 with the delivery of 3kW TPS prototypes at a development review at the end of the first 81 phase. Presentation materials from this CDR shall be delivered to the Government in 82 accordance with Contract Data Requirements List (IAW CDRL) C001, Critical Design 83
Review (CDR) Presentation Materials. If any configuration changes are deemed 84 warranted during testing and evaluation, those shall be presented to the Government at 85 the bi-weekly update meetings and documented and presented to the Government in a 86 final report at the end of the phase. 87
