About this file
This is a Statement of Objectives (SOO) for the Air Force Reserve Command (AFRC) Program Objective Memorandum (POM) Strategic Prioritization Tool.
The AFRC seeks to establish a robust, data-driven tool that provides objective and defendable strategic prioritization data to support senior leaders' programming decisions within the POM process. The tool must evaluate and prioritize strategic assets while ensuring data quality and hygiene, identifying asset value (both tangible assets such as physical infrastructure and weapon systems, and intangible assets such as intellectual capital and mission value), and assessing opportunity costs for intangible assets. The solution must be continuously updatable and adaptable to changing AFRC missions, incorporate all national-level strategic guidance, and eliminate bias through transparent statistical models and objective data benchmarking. Key performance objectives include developing data quality and hygiene mechanisms, accurately assigning defendable value to tangible and intangible assets, facilitating objective assessments of intangible assets, ensuring adaptability and strategic alignment, implementing bias elimination processes, and providing comprehensive training and sustainment to Government personnel. The contractor must comply with CMMC Level 2 security requirements and maintain active SECRET facility and personnel security clearances. The solution must be compatible with Air Force enterprise environments and DevSecOps guidelines, support API integration with HAF's "Rhombus Guardian" and HQ AFRC/A9 Strategy/POM Gameboards, comply with Section 508 accessibility standards, and ensure the Government retains Government Purpose Rights (GPR) to all source code, algorithms, data models, and architectural designs. Performance will be evaluated against a Government-drafted Quality Assurance Surveillance Plan (QASP). Work will be performed at the contractor's facility, HQ AFRC at Robins AFB Georgia, and the Pentagon, with travel authorized and reimbursed per Joint Travel Regulations (JTR). The period of performance and specific deliverable dates are to be determined (TBD), with routine deliverables including Project Management and Agile Sprint Plans, monthly status reports, System Architecture and API Integration Documentation, Software Version Description and Source Code, and comprehensive Training Materials and User Manuals.

STATEMENT OF OBJECTIVES (SOO)
Air Force Reserve Command (AFRC) POM Strategic Prioritization Tool
1.0 Purpose
The purpose of this effort is to establish a tool that provides objective, defendable and clean strategic prioritization data for ingestion into the Program Objective Memorandum (POM) process. This clean, well-defined data is essential to feed and support senior leaders’ programming decisions.
Disclaimer: This tool serves strictly as a decision-support system. It will not perform inherently governmental functions. All final programming, budget, and strategic decisions remain solely the responsibility of authorized Government officials.
2.0 Scope of Capability Sought
The capability sought is a robust data-driven tool designed to evaluate and prioritize strategic assets. The tool must ensure data quality and hygiene, identify the value of assets and asset classes (missions) and assist with the assessment versus opportunity cost evaluation of intangible assets. Furthermore, the tool must be continuously updatable, adaptable to changing Air Force Reserve missions, incorporate all national-level strategic guidance and be strictly devoid of bias.
For the purposes of this effort, assets are defined as follows:
• Tangible Assets: Physical infrastructure, hardware, weapon systems, and strictly quantifiable financial resources.
• Intangible Assets & Asset Classes: Non-physical value drivers including intellectual capital, brand/mission value, strategic alignment scores, and readiness capabilities tied to specific Air Force Reserve missions. Assessment methodologies must utilize quantifiable data modeling techniques, external benchmarking, or structured expert weighting rather than solely subjective qualitative assessments.
3.0 Period and Place of Performance
• Period of Performance: TBD
• Place of Performance: Work will be a combination of the Contractor's facility, Headquarters Air Force Reserve Command (HQ AFRC) at Robins AFB, GA, and the Pentagon. Routine development, data hygiene tasks, and coding may be performed off-site. Strategic alignment meetings, capability demonstrations, and classified/CUI data integration shall occur on-site as coordinated with the Government Program Manager.
• Travel: Travel is authorized to support on-site integration, demonstrations, and training. All authorized travel will be reimbursed in accordance with the Joint Travel Regulations (JTR).
4.0 Background
Currently, assigning value to intangible assets poses a significant limitation in the strategic planning and POM process. Clean, well-defined data is required to adequately inform programming decisions. There are concurrent efforts underway to address similar data gaps, including Headquarters Air Force's (HAF) "Rhombus Guardian" (an Air Force Corporate Structure Dashboard built on a unified resourcing database to standardize the POM process) and Headquarters AFRC/A9's development of a Strategy, POM, and National Guard and Reserve Equipment Account (NGREA) Gameboard (a standardized planning tool with scenario planning). The proposed tool will complement these efforts by focusing on objective strategic prioritization data.
5.0 Performance Objectives
• Data Quality & Hygiene: Develop a mechanism that ensures the integrity, cleanliness, and hygiene of strategic prioritization data.
• Asset Valuation: Accurately identify and assign defendable value to both tangible assets and asset classes (missions).
• Intangible Asset Assessment: Facilitate objective assessment and opportunity cost evaluations specifically for intangible assets.
• Adaptability: Ensure the tool is continuously updatable and can adapt seamlessly as Air Force Reserve missions change over time.
• Strategic Alignment: Incorporate and align with all current national-level strategic guidance.
• Bias Elimination: Design and implement the tool in a manner that completely removes bias from the data ingestion and prioritization process utilizing transparent statistical models and objective data benchmarking.
• Training & Sustainment: The Contractor shall provide comprehensive training programs, user manuals, and documentation to Government personnel. This training must equip Government users with the skills necessary to operate, manage, and independently update the tool upon deployment.
6.0 Operating Constraints
• Security & CMMC: The Contractor must comply with Cybersecurity Maturity Model Certification (CMMC) Level 2 requirements prior to contract award. Contractor personnel must possess and maintain an active SECRET facility and personnel security clearance at time of award and throughout the life of the contract. The Contractor will be required to access, handle and process classified information up to the SECRET level in accordance with the DD Form 254.
• IT Infrastructure: The solution must be compatible with and capable of deployment via established Air Force enterprise environments and adhere to Air Force DevSecOps and Information Technology Requirement (ITR) guidelines.
• Data Rights: The Government requires, at a minimum, Government Purpose Rights (GPR) to all software source code, algorithms, data models, and architectural designs developed under this effort. The Contractor shall ensure the Government retains full ownership and access to all data ingested, processed and generated by the tool.
• Interoperability: The capability must not operate in a silo. The architecture must support API (Application Programming Interface) integration or standard data export formats to ensure seamless data sharing with concurrent Government-owned Air Force systems, specifically HAF's "Rhombus Guardian" and HQ AFRC/A9's Strategy/POM Gameboards.
• Accessibility: All user interfaces, dashboards, and software outputs must comply with Section 508 of the Rehabilitation Act of 1973, ensuring accessibility for individuals with disabilities.
7.0 Deliverables and Performance Monitoring
To ensure performance remains on track and technical specifications are met, the Contractor shall deliver the tool and accompanying materials in accordance with the Contract Data Requirements List (CDRLs). Routine deliverables shall include:
• Project Management & Agile Sprint Plans
• Monthly Status, Schedule, and Cost Reports
