About this file

This is a Statement of Work (SOW) and project specification document for the demolition of the Runway 22 Localizer shelter at LaGuardia Airport in Flushing, New York, prepared by the FAA's New York Technical Support Center.

The project encompasses three main phases totaling 60 calendar days from notice to proceed (planned for February 1, 2027). Project Phase 1 (47 days, complete by March 12, 2027) requires shelter testing, asbestos and lead abatement planning and design, including toxicity characteristic leaching procedure (TCLP) testing, pre-construction meetings with FAA and Port Authority of New York and New Jersey (PANYNJ), and preparation of asbestos abatement design and workplans per New York State Code Rule 56. Environmental testing has identified exterior skirt materials containing 26.7% chrysotile asbestos and floor tile mastic with less than 1% chrysotile asbestos. Lead paint testing identified multiple locations with lead-containing paint, with the highest concentrations (2.93 mg/cm²) found under a vent hood. Project Phase 2, performed by FAA, involves temporary localizer shelter setup. Project Phase 3A (13 days, April 12-24, 2027) requires asbestos abatement in four phases (work area preparation, abatement, final cleaning and clearance, and final waste removal and disposal) complying with OSHA 29 CFR 1926.1101 and NYS regulations, followed by shelter demolition and proper disposal/recycling of all materials. The contractor must submit a comprehensive Demolition and Disposal/Recycling Plan addressing dust control, material separation, hazardous waste disposal, transporter licensing, and facility certifications.

The contractor must operate within the FAA Airport Operations Area (AOA) with strict security protocols: all workers require valid REAL ID government identification, FAA escort service to and from the worksite daily from guard post 3 (20-30 minutes per entry), and on-site PANYNJ-badged security guards at a ratio of one guard per five workers. Normal work hours are 7 a.m. to 3:30 p.m. Monday through Friday, with 48 hours advance notice required for outside-hours work. Work schedule coordination with FAA Resident Engineer/Contracting Officer Representative is mandatory. The contractor must provide comprehensive insurance with FAA and PANYNJ as certificate holders: General Liability of $5,000,000 each for aggregate and per occurrence, Automobile Liability combined single limit of $5,000,000, and Workers Compensation as required by New York State. A Health and Safety Plan (HASP) must be submitted prior to notice to proceed using the provided checklist template. All submittals, including shop drawings and product data, require FAA approval within 14 days via email in PDF format. The contractor bears responsibility for site cleanup, damage repair, temporary facilities (toilets, lighting, power, water supply), waste removal, and project record document maintenance throughout the contract.
