This document is a Statement of Work (SOW) from NASA Glenn Research Center for a Multipurpose Power Quality Test System. The requirement is to purchase a BOLAB Multipurpose Power Quality Test System or equivalent, which will be used for testing electrical and electronic systems under various power conditions for aeronautics and space applications. The system must include multiple components such as a 4-quadrant voltage amplifier, isolation amplifier, power supplies, safety relays, measurement devices, and software interfaces, with specific technical requirements for 120Vdc and 1000Vdc operations.

The system specifications include capabilities like real-time voltage and current measurements, complex impedance calculations, data recording, transient voltage injection, and high-bandwidth signal generation up to 200 kHz. The vendor will be required to provide on-site and virtual technical support, including equipment integration assistance, problem analysis, and training. The delivery timeline is 25 weeks after receipt of award, with an additional 4 weeks allocated for installation at NASA Glenn Research Center in Cleveland, Ohio. The system must be modular, portable, and capable of supporting various testing protocols for power quality evaluation.

Multipurpose Power Quality Test System

1. BACKGROUND

Power quality testing provides critical information to evaluate how an entire electrical or electronic system behaves under a range of real-world power conditions. These tests ensure that the system can operate reliably, safely, and within performance specifications. This testing requires hardware capable of generating voltage transients with high dV/dt and injecting signals at high bandwidth, while maintaining the required power levels. The complete system requirements are outlined below.

2. SCOPE OF WORK

This requirement is for the purchase of the brand name or equivalent BOLAB Multipurpose Power Quality Test System. Power quality testing is performed to help define system standards and typically includes steady-state operating points, line-step transient voltage, over voltage surge, input impedance sweeps, ripple voltage spectrum, and inrush/surge current limiting. The BOLAB Multipurpose Power Quality Test System, or an equivalent system, shall have the capability to inject controlled, high-bandwidth signals—up to 200 kHz—and apply a wide range of voltage and current waveforms to the system.

3. OBJECTIVE

BOLAB Multipurpose Power Quality Test System or equivalent is a critical component required to perform high-power power quality testing of electrical systems for both aeronautics and space applications.
