About this file

This is a Statement of Work (SOW) for HVAC replacement services at the National Weather Service (NWS) Weather Service Office (WSO) Yap, contract number 142060-26-0056.

The contractor must replace two failing 10-ton packaged cooling units (PCU-1 and PCU-2), both Carrier Model 50TC-D12A1Q5A1A0A0 units currently operating on 208/230V, 3-phase, 60Hz with R-410A refrigerant. The new units must match or exceed existing equipment specifications and be installed in the same location and footprint as the current units. Additionally, the contractor must install a new HVAC control system using an Open Protocol framework that provides system and component flexibility, adaptability, interoperability, and ease of maintenance. The control system must include an "Occupancy Override" feature, lead/lag rotation capability, fail equipment/component monitoring, and proof of operation, with operation following the specified Sequence of Operation diagram. Both packaged units and the control system require calibration and balancing to provide appropriate airflow and space temperature throughout the WSO Yap building. Critical operational requirement: the OSP and COMM/PWR rooms air conditioning must remain operational at all times; any outages require coordination and approval from the onsite Facility Technician and notification to the TPOC. Individual unit replacement is recommended to maintain cooling capability.

The contractor must furnish all materials, equipment, and services necessary for completion. Submittals include equipment specifications with certifications, miscellaneous material details, manufacturer warranties, shop drawings with installation layout, field commissioning test reports, operation and maintenance manuals with authorized local service provider lists, and a one-year warranty for installation. The period of performance is 270 days from award date. Work location is WSO Yap, Yap Island, Federated States of Micronesia, 96943, with work hours 8:00 a.m. to 5:00 p.m. Yap local time, Monday through Friday, excluding federal holidays. The contractor must attend a Post Award Conference within 10 business days of award and submit a draft project schedule for review, followed by a final project schedule within 10 business days thereafter. Training on system operation and two equipment manuals including warranty documentation must be provided. The contractor is responsible for final cleanup, waste removal, and proper disposal per EPA and local environmental guidelines.

1.0 GENERAL

The Mission Statement of the National Weather Service (NWS) is to provide weather, hydrologic, and climate forecasts and warnings, and impact-based decision support services, for the United States, its territories, adjacent waters and ocean areas, for the protection of life and property and enhancement of the national economy. In support of this mission, the NWS Pacific Region (PR), Facilities Engineering Branch (FEB), provides facilities support and maintenance throughout the Pacific Region.

1.1 BACKGROUND

The existing air conditioning system servicing the WSO Yap main building is failing and at the end of its useful service life. The system is redundant and comprised of two 10-ton packaged air conditioning units or PCUs (Packaged Cooling Units).

1.2 SCOPE

The NWS seeks to replace the packaged air conditioning systems PCU-1 and PCU-2 and also install a compatible new control system.

1.3 OBJECTIVE

Replace PCU-1 and PCU-2 with new equipment to match the existing equipment, and install a new control system to control both units.

Note: The OSP and COMM/PWR rooms air conditioning system must remain operational at all times. Any outage must be first coordinated and approved by the onsite Facility Technician, with notification made to the TPOC. To minimize cooling outages, it is recommended that the packaged units be replaced individually to allow cooling to be maintained by the other unit.

2.1.1 Existing packaged unit equipment information.

Note: See Figures 1 through 4 for current layout and photos of existing equipment.

- PCU-1, Carrier Model 50TC-D12A1Q5A1A0A0, Serial 1513G10251, 208/230V, 3ph, 60Hz, R-410A

- PCU-2, Carrier Model 50TC-D12A1Q5A1A0A0, Serial 1513G10252, 208/230V, 3ph, 60Hz, R-410A

2.1.2 Install two new 10-ton packaged cooling units in the same location and footprint as the removed equipment (as much as possible). The new units shall meet or exceed the specifications of the existing equipment.

2.1.3 Calibrate/balance the system to provide the appropriate air flow and space temperature throughout the WSO Yap building.
