About this file
This document is a draft Statement of Work (SOW) for helicopter lift and ground support services to transport equipment and personnel to a remote site at Montana Peak, Arizona. The purpose is to facilitate the removal and replacement of an existing battery bank and solar power system at this Customs & Border Protection (CBP) tactical communications site.
The SOW outlines the required lift schedule, payload weights and dimensions, and duration of the project, which is estimated to take place from April 28 to May 2, 2025. The contractor will be responsible for providing the helicopter lift, rigging, and ground crew support services. Key details include a maximum lift weight of 5,000 lbs, multiple lifts per day to transport equipment and personnel, and coordination with FAA personnel. The related federal contract opportunity is a market survey and request for information to identify potential contractors capable of providing the required helicopter lift services.

Statement of Work (SOW)
SERVICES
Solar Upgrade Heavy Helicopter Transport Support (Montana Peak, AZ)
1. Introduction and Overview
The purpose of this statement of work (SOW) is to outline the heavy helicopter transportation requirements involved with a solar upgrade project for the existing power structures at the Montana Peak Tactical
Communications (TACCOM) site.
2. Background
The battery bank that supplies power to these TACCOM sites is beginning to show signs of failure. To avoid a complete site failure and for an immediate fix, the Office of Information Technology (OIT) along with other agencies within Customs & Border Protection (CBP) are going to replace the battery banks and solar arrays. This site is located at a remote location that requires helicopter transport for access. Replacement of the solar power system requires the transportation of batteries and solar equipment to the site.
3. Scope of Work
The contractor must provide helicopter lift and ground crew support services to lift equipment up to the remote site that is located at Montana Peak, AZ (Latitude 31.4434, Longitude -111.2266). Multiple airlifts, of different payloads, daily will be required throughout the duration of the project to transport equipment and personnel to the remote site. The number and type (material, equipment & personnel) of airlifts required at this site will vary depending upon site requirements and will be worked accordingly by FAA personnel with the contractor. The contractor shall also provide ground support services to load and unload the cargo.
Below is the FAA’s estimated lift schedule but may change based on weather conditions or project delays.
The payload information is the approximate weight and dimensions of the equipment to be transported, additional equipment and personnel lifts may be needed based upon site requirements:
Day 1
Lift #1: Transport equipment and personnel up to the mountain to disable the current skid. Approximate
Weight: 1,250lbs. (5) personnel with tools.
Lift #2: Remove personnel and equipment from the mountain. Approximate Weight: 1,250lbs. (5) personnel with tools.
Lift #3: Remove old skid off the mountain. Approximate Weight: 5000 lbs Approximate Dimensions 13’-
6” wide X 11’-10” deep X 19’-3” tall: This lift(s) will be used to transport existing equipment off the mountain at the location.
Day 2
Lift #1: Approximate Weight: 4080 lbs. (this weight does not include the weight of any transportation equipment.) Montana Peak skid, 13’-6” wide X 11’-10” deep X 19’-3” tall: (weight does not include solar panels, to be transported separately)
Lift #2: Approximate Weight: 3100 lbs. Concrete Mixer, tools and equipment, wood forms, water buffalo and personnel.
Lift #3: Remove personnel and equipment from mountain. Approximate Weight: 1,250 lbs. (4-5) personnel with tools.
Day 3-5

4/17/2024
Lift #2: Remove personnel and equipment from the mountain. Approximate Weight: 1,250 lbs. 5 personnel
• FAA will require approval for rigging practices for both solar skids (new equipment payload and old equipment payload)
• The contractor shall provide ground support personnel and any required rigging equipment needed to fully rig the sling load. It is anticipated that tie straps will suffice for the sling load equipment needed.
• The contractor may choose to station their own ground crew at the staging area and the mountain top site for loading and off-loading of the skid units.
• The skid units will be delivered on a 30’ gooseneck flatbed trailer and taken directly off the trailer and delivered to the site. The aircraft will need to raise the skid from the trailer and hover for approximately 5-10 minutes to attach the feet to the skids before taking off to the site.
• Weather conditions at the time of lift can affect schedule. Dates will be coordinated and mutually agreed upon at the time of need between FAA Contracting Officer’s Representative (COR) and the vendor.
4. Period of Performance
The Period of Performance (PoP) for this contract is anticipated to begin on or around April 28, 2025 –
May 2, 2025. The actual lifts at this site are to be worked accordingly by FAA with the contractor. This window of time is subject to change due to mission, equipment, terrain, time, weather, or any other unforeseen circumstances. Dates of the actual transports will be coordinated and agreed to between FAA’s
Contracting Officer or designated government representative and the vendor prior to scheduling and executing the lifts. If delays result in cost impact to the contractor, they must obtain approval from the FAA
CO prior to incurring additional cost.
Any delays or changes to this schedule prior to the start of work must be coordinated with the FAA COR or
CO.
Any delays or changes to this schedule after the start of work must be coordinated with the FAA
CO.
