About this file

This document is a draft Statement of Work (SOW) for the Defense Threat Reduction Agency (DTRA) to procure handheld barcode scanning equipment and compatible software for asset tracking and management.

The SOW specifies the requirements for the handheld scanners, which must have thermal label printing functionality, and the supporting asset management software. The scanners will be used to track inbound and outbound assets, parcels, mail, and freight shipments at DTRA facilities. The software must integrate with the existing asset management system, provide real-time data processing, and allow customization of labels and reports. The procurement will include an estimated 14 handheld scanners, which must be delivered within 60 days after award and accompanied by initial user training. The equipment and software must comply with DoD and DTRA policies regarding Sensitive Compartmented Information Facilities (SCIF), with no wireless, Bluetooth, camera, or Android OS capabilities.

STATEMENT OF WORK

DEFENSE THREAT REDUCTION AGENCY

ASSET SCANNERS AND PRINTERS

1 Introduction

1.1 Mission

The Defense Threat Reduction Agency (DTRA) enables the Department of Defense (DoD), the U.S. Government (USG), and International Partners to counter and deter weapons of mass destruction and improvised threat networks. The DTRA Engineering and Logistics Department, (AL-EL) supports DTRA requirements (globally) in managing logistics, shipping and mail, inventory, and warehousing operations.

1.2 Purpose.

This acquisition will procure handheld barcode scanning equipment for the purposes of tracking inbound and outbound assets, parcels, mail, and freight shipments. It will include all components require to track, scan, label, and report or produce reports. This procurement will also require compatible software (compatible with DoD policies, regulations, and restrictions in regard to Sensitive Compartmented Information Facilities (SCIF).

2 Scope of Work This scope of work delineates the responsibilities and requirements for the procurement, deployment, and utilization of handheld scanners with thermal label printing functionality, and asset and report generation software at DTRA facilities.

The contractor will procure new hand-held scanning devices capable of asset tracking and management. The contractor will procure and provide necessary software and configure the devices to integrate with the existing asset management system. The contractor will provide training sessions for designated staff on the proper use and maintenance of the hand-held scanning devices and software.

The handheld scanners will include the handheld scanner device, which will be used to scan barcodes (which will be created by the supported software) and identify the carrier of incoming or outgoing assets and/or shipping/freight-related items. The scanners will capture delivery signatures for tracking and accountability. Handheld scanners must include the scanner and charging component, usually a cradle which charges the scanner and attaches to a users laptop via USB-A to connect to the software and transfer asset label and barcode data.

The scanners will include label printers will print unique barcode identification labels, and identification labels for inbound assets and shipping/freight items. The information the labels may typically include:

1. The barcode identifier

2. The name of a recipient

3. Tracking number

4. Office location

5. Phone Numbers

6. Receipt

The software supporting the handheld scanners and printers will streamline scanning and printing processes and support data accuracy and traceability. The software will processes scanned data in real-time, creating and decoding barcodes and extracting relevant information for further processing. It will facilitate wired data transmission, allowing scanned data to be transmitted to database(s). The software is compatible with a wide range of handheld scanner devices, ensuring seamless integration. User Interface (UI) must be intuitive and user-friendly, providing easy navigation and options to suit specific workflow requirements.

The software will control the operation of thermal printers and print jobs/activity, and allows he user to change print settings for labels and documents. It may offer template designs tools to allow the user to customize labels, add logos, change fonts, and add text fields. The software maintains an audit trail of print activities, logging details such as user, timestamp, and print parameters for compliance, troubleshooting, and reporting purposes. The software should include error-handling functions to manage scanning errors.

Software may be managed/installed On Premises (On-Prem) and can be Cloud-based if it meets the requirements/restrictions within DoD and DTRA policies for software.

The number of handheld scanners estimated is fourteen (14 each).

3 Place of Performance The scanner systems will be delivered to the following locations:

1. Defense Threat Reduction Agency 6200 Meade Road Fort Belvoir, VA 22060-5264

2. Defense Threat Reduction Agency 8151 Griffin Avenue S.E. Building 20414 Kirtland AFB, NM 87117-5669 Delivery is required 60 days after award. The contractor will be required to provide initial handheld scanner training immediately upon delivery and coordinate training sessions with the Program Manager.

4 Applicable Guidance Items may not have wireless, Bluetooth, Camera, or Android OS capabilities.

5 Deliverables DD Form1423-1, Contract Data Requirements List (CDRL) All deliverables shall be provided in accordance with the contract.
