About this file

This is a Statement of Work (SOW) for a federal construction contract to repair and replace the roof of Building 11525 at Joint Base Elmendorf-Richardson, Alaska.

The project involves removing existing built-up roof (BUR) membranes from the barrel roof section and east side low roof section down to existing decking and replacing them with new roofing assemblies. The barrel roof section (approximately 200-ft curved by 280-ft) will receive a 3-ply SBS-Modified BUR system with granular cap sheet, while the low roof section will be replaced with a 90-mil EPDM membrane assembly. Both sections require new roof drains, flashings, vent pipe flashing, metal copings, trim, cant strips, and vapor barriers. Additional work includes removing and reinstalling a staircase over the barrel roof, removing and replacing parapet walls with pressure-treated materials, and providing a photoengraved aluminum nameplate documenting the roof system specifications. The contractor must provide construction drawings for government approval including demolition plans, proposed roofing assembly, and design details. Materials must comply with UFC3-110-03 (Roofing), UFC3-101-01 (Architecture), and UFC 3-600-01 (Fire Protection), along with Municipality of Anchorage snow and wind load requirements. The contractor must field verify all existing conditions and accommodate building occupant needs with minimum 21 workday advance notice for any downtime.

The project is located within an active airfield requiring significant coordination with Airfield Management, including submission of an Airfield Construction Safety & Phasing Plan at least 30 days prior to construction start, a Temporary Airfield Construction Waiver, Foreign Object Debris (FOD) control measures, and Notices to Airmen (NOTAMs) for pilot safety. All contractor personnel must complete 3 OSS airfield driving course training, maintain radio communication with Air Traffic Control, and adhere to ramp freeze and evacuation notices. The contractor must coordinate with multiple government offices regarding security access (restricted area badge requirements), site staging approval, snow removal during construction, and crane operations (minimum 72-hour notification for activities extending above building heights). The notable event of Arctic Thunder Open House scheduled for August 8-9, 2026, requires project schedule coordination with Airfield Management and facility management.
