1.0. DESCRIPTION OF SERVICES
1.1 Scope. This Statement of Work (SOW) defines the effort required for the contractor to support logistics and training areas in support of Live Tissue Models (LTM) and Non-
Transplantable Anatomical Material (NAM). The contractor shall provide certified staff members to maintain custody and control over the models or NAMS when performing scenarios for the
Emerald Warrior Training Exercises. These exercises may take place on both contractor provided facilities and/or military or civilian installations throughout the continental United States
(CONUS). This requirement incorporates a series of training scenarios where the use of LTM and/or NAM shall be incorporated in a collapsed urban environment to enhance training realism and to meet required exercise training objectives. The contractor shall comply with applicable federal, regional, state, and local laws and commercial standards and shall provide a detailed site safety plan to the government within 7 days after contract award.
1.2 Requirements. The contractor shall provide trained and/or certified personnel to maintain accountability and custody over the anatomical gifts when performing scenarios. At no time shall government personnel be required to assume custody. The contractor’s training safety plan shall describe all associated procedures to ensure these procedures are followed during all exercise events.
1.3 The contactor shall provide a maximum of eight (8) Live Tissue Models (LTM) for the required training scenarios.
1.4 The contractor shall provide a maximum of four (4) non-transplantable anatomical material
(NAM) for the required training scenarios.
1.5 The contractor shall provide a realistic urban training environment for full-mission profile
(FMP) response to include structural collapse, confined space and mass casualty triage with medical stabilization utilizing the LTM and NAM for fully immersive training. The contractor shall also provide the appropriate support staff to reset training venues and support training operations during each exercise.
1.6 The contractor will provide a training venue that provides an immersive metropolitan/urban environment (high-rise buildings, paved roadways and city grid, confined space environments, below grade, etc.) with integrated special effects and an overlay of specific and realistic rescue scenarios. In order for the commander to achieve and assess mission essential tasks a comprehensive training venue is required. Upon successful completion of all required training exercises the commander shall have objective evaluations of the unit’s ability to perform required tasks in accordance with stated standards.
1.7 The government shall exercise rotary wing insertion and fixed wing medical evacuation as a means to and from the training venue. Therefore, the training venue must be capable of supporting helicopter-landing zones for UH-1H, MD 530 and CV-22 platforms and must be within close proximity to an airfield capable of supporting up to a C-130 military aircraft.
1.8 Due to the sensitive nature of the requested training support services, the contractor training facility shall have adequate physical, operational and procedural security measures to prevent unauthorized access to training venues. A written copy of the contractor’s site security plan shall be provided within 7 working days after contract award. Additionally, the contractors training site shall provide secure indoor parking and staging areas for up to twenty government response vehicles with direct access to 110V electrical services and restrooms with running water and flushable toilets.
1.9 The contractor shall provide certified personnel to stay with the LTM and NAM to perform the functions needed to incorporate into each scenario. The contractor shall also physically place the LTM and/or NAMS for the government as required for each scenario. Upon completion of each scenario the contractor shall retrieve the LTM and/or NAMS as required.
1.10 The contractor shall provide a refrigerated storage truck for NAMS when not actively used in exercise scenarios.
1.11 The contractor shall store the LTM and NAMS when not actively used in exercise scenarios.
1.12 The contractor shall provide transportation for LTM and NAMS to each exercise site.
1.13 The contractor shall provide disposal of LTM and NAMS after completion of all exercises.
The government shall not be responsible for the recovery, transportation and/or final disposition of any LTM or NAMS.
1.13.1 The contractor, at time of contract award, shall be certified by the Association for
Assessment and Accreditation of Laboratory Animal Care (AAALAC).
2.0. SERVICES SUMMARY. The government requires medical personnel to participate in advanced training scenarios involving NAM’s with realistic “disaster” wounding patterns. This training provides fully immersive training for government personnel and provides real world experience not normally encountered during training scenarios. This enables more accurate assessment of Humanitarian Assistance Disaster Relief (HADR) mission essential tasks without having to simulate anatomical models. Government personnel shall gain firsthand experience in rendering medical treatment for disaster related injuries with the need for special effects such as smoke, artificial simulators such as white noise or moulage.
2.1. The requested training support services shall be provided to a team of Special Operations
Forces Medical Element (SOFME) personnel (4 team members/2 evaluators) and similar 2 Special
Operations Surgical Teams (6 team members/ 2 evaluators) plus 6 Para-Rescue personnel with an evaluator. The training shall primarily be conducted at a pre-determined location (established field site) with additional training being conducted on C-130 aircraft (simulates CASEVAC/en-route care during a mission with follow on prolonged care). Training will include trauma response, surgical interventions, pre/ post-surgical decompression/ resuscitation, and prolonged critical care post-surgery. A Non-Disclosure Agreement (NDA) shall be signed by all personnel in contact with the LTM and/or NAM. Contractor personnel are essential for this event to provide the procurement, transport, storage, and security for the anatomical gifts.
2.2. Requested training models: Max: Four (4) NAM Max: Eight (8) LTM Max: Four (4)
Mannequins. The government unit participating in the exercises shall provide all of the equipment/supplies to conduct the assessment, management, recovery and extrication of the NAM, LTM and mannequins during trauma scenarios. Max: Two (2) vehicles for extrication Max: One
(1) Collapsed Structure for High Angle Rescue with smoke and noise Max: One (1) Collapsed
Structure for Subterranean Rescue Max: One (1) Structure for Surgical Suites and a Casualty
Collection Point (CCP) for prolonged surgical care.
2.3. Injury Patterns: The NAMS will include realistic “disaster” wounding patterns that may include, but are not limited to:
2.3.1. Injury patterns consistent with an explosion/ blast (shrapnel wounds to torso, extremities, face; burns to torso and face; amputations of upper and lower extremities)
2.3.2. Injury patterns consistent with crush wounds to extremities and torso (requires tourniquet placement and chest tube insertion)
2.3.3. Injury patterns consistent with a collapsed structure or vehicle crushing injury. The NAM shall have significant musculoskeletal injuries (bilateral lower extremity fractures, pelvic fractures, and upper extremity fracture).
2.3.4. Injury patterns consistent with Two (2) vehicle extrications with mannequins provided
3.0. GOVERNMENT FURNISHED RESOURCES Emergency care may be limited to the threat of loss of life, limb, or eyesight. The Government is not responsible for any continued or follow-up care. Treatment shall be reimbursed by the Contractor.
3.1 Facilities. The contractor may be required to perform work at Government facilities, its own facilities, or at other facilities.
3.2 Security, Fire and Medical Services shall be provided by organic exercise personnel in the emergency and then transferred to the appropriate local agency as necessary.
4.0. GENERAL INFORMATION
4.1. Permits, Licenses and Certifications. Unless otherwise specified, the contractor shall possess, at time of contract award, all necessary permits, licenses, and certifications to conduct training support services. This includes providing proper notice and compliance with applicable
Federal, State, County, and local laws, codes, and regulations in performance of the requirements of this contract. The contractor shall also maintain detailed records of such requirements and make the documentation available to the Government for review.
4.2. Period of Performance. Personnel hours based on the training scenarios supported.
Operations are scheduled to begin at 1500L on 9 May 2022 and end NLT 2300L on 10 May 2022.
The contractor must have the ability to reschedule operations to either the 8th or 10th of May 2022 for the same time period in the event that weather conditions or aircraft maintenance do not permit the training audience to arrive as scheduled.
4.3. Base Closures. Work scheduled but not accomplished because of base closure due to weather, exercises, or actual alert, shall be accomplished as soon as possible after reopening the base.
4.4. WORK CONDITIONS
4.4.1. Contractor employees shall be required to work outside in all types of weather, and a variety of climatic extremes. Contractor is responsible for ensuring all employees are properly trained and equipped to provide requested training support services. This includes use of contractor furnished personal protective equipment (PPE).
4.4.2. Contractor employees shall be self-sustaining while on site (i.e. wearing appropriate clothing for cold, hot, and/or inclement weather, items for personal comfort and any food needed for the training period).
4.4.3. Contractors may be required to ride in commercial vehicles rented by the Government per script requirements.
4.4.4. Contractors (except when specified) shall not carry or discharge actual weapons, but may be in the vicinity of the employment of training explosions and special effects.
