Statement of Work (SOW)
1.0 INTRODUCTION
The Naval Air Systems Command (NAVAIR) Metrology and Calibration (METCAL) Program has a requirement to procure commercially available Secondary Vibration Calibration Systems (SVCS) through a five (5) year Indefinite Delivery Indefinite Quantity (IDIQ) contract. All procured systems shall meet the requirements of the NAVAIR Calibration Standard Specification (CSS) 19-NI001 Rev B.
2.0 BACKGROUND
These SVCS are used at shore-based depot level calibration laboratories. The current Navy inventory includes 25 systems. The workload for these SVCS has increased over the last 15 years. Existing SVCS in the NAVAIR METCAL inventory are out of service due to broken and aging components. The repair of these existing units is not considered commercially viable. These vibration calibration systems in the NAVIAR METCAL inventory are used for the calibration of the vibration transducers commonly seen in NAVAIR inventory such as piezoelectric accelerometers, high impedance, low impedance, and velocity transducers. One Key Performance Parameters (KPP) of the SVCS is to support Device Under Test (DUT) Ranges for charge (0.1 pC/g to 1000 pC/g), voltage (0.1 mV/g to 1000 mV/g) and velocity (10mV-sec/in to 1048 mV-sec/in) in the operational frequencies between 2 to 20kHz.
The remaining technical requirements can be found in the CSS 19-NI001 Rev B of the Secondary Vibration Calibration System.
3.0 SCOPE
3.1 A minimum of three (3) and a maximum of 27 SVCS systems.
