1 SCOPE
1.1 General. This document specifies the minimum requirements for the Secondary Vibration Calibration System. For the purpose of this Calibration Standard Specification (CSS), the Secondary Vibration Calibration System shall be referred to as the SVCS. It is intended to be used by Navy personnel in shore-based Depot laboratories. Operator control functions shall be clearly identified and marked as well as all functions will be documented in the user’s manual. The SVCS will be used to calibrate vibration transducers commonly seen in NAVAIR such as piezoelectric accelerometers, high impedance, low impedance and velocity transducers. The system is capable of simultaneously measuring either charge or voltage mode via separate inputs for both the device under test (DUT) and reference accelerometer.
This purchase description details two parts to this acquisition: One part is a SVCS where each system includes the following components: Rack Mounted Desktop PC with internal Data Acquisition Card (DAC) and Function Analyzer, Vibration Calibration Software, Shaker with accompanying Power Amplifier and Power Supply/Pressure Regulator, Internal Reference Accelerometer with Dual (or two Single) Amplifier and Signal Conditioner. In addition, the second part will be a Transfer Standard (Reference) Accelerometer, in which each will utilize an Amplifier previously mentioned. This vibration standard shall be used by the Navy to calibrate IEPE, Charge and Voltage accelerometers, sensors with voltage outputs from external signal conditioners and inductance type velocity transducers, and the system shall be upgradeable to calibrate piezoresistive and capacitive transducers. The SVCS shall conform to the applicable sections of International Organization for Standardization (ISO) 16063-21, Vibration by Comparison to a Reference Transducer, unless otherwise stated in this Purchase Description.
The manufacturer shall submit a technical description or product literature for the equipment it is proposing, which clearly identifies the manufacturer, make and model. The offeror must demonstrate that its proposed equipment meets or exceeds each minimum requirement described in this solicitation by providing a citation to the relevant section of its technical description or product literature.

3.11.8 The system shall contains all necessary electronics and equipment such that the user would not have to utilize external voltage/power source, current supply, matching impedance resistors in conjunction with the DUTs listed in Table 2 during calibration.
3.11.9 Mounting plate flatness shall be within 5 um.
3.11.10 Perpendicularity of mounting holes to mounting surface shall not exceed 10 um.
3.11.11 Mounting surface shall be perpendicular to axis of motion.
3.11.12 If the SVCS consists of multiple exciters, there shall not be a need for the operator to disassemble parts or interchange cabling when operating between the different exciters. It is required that all the exciters are compatible to a single user controller interface on the SVCS.
3.11.13 The process of using the rubber bands/flexure to adjust and balance the armature shall not exceed 5 minutes.
3.11.14 Shaker Material:
3.11.14.1 If beryllium is utilized in the shaker design, it is required that:
3.11.14.2 The company shall provide appropriate engineering control and personal protective equipment (PPE) to comply with OHSA’s beryllium standard. Per OSHA’s beryllium standard, 29 CFR 1910.1024, the permissible exposure limit of 0.2 micrograms per cubic meter of air (μg/m3), averaged over 8-hours (PEL- TWA) shall not be exceeded. The short term exposure limit (STEL) of 2 μg/m3 over a 15-minute sampling period shall not be exceeded by the user for operation or allowable maintenance activities.
3.11.14.3 The beryllium mounting plate and/or insert shall be coated with a nontoxic material.
3.11.15 Physical material properties of the armature:
3.11.15.1 Maximum allowable coefficient of thermal conductivity referenced at 23 °C is
220 W/(m K) shall not be exceeded.
3.11.15.2 Maximum allowable coefficient of thermal expansion referenced to 23 °C is
11.3 × 10-6/K shall not be exceeded.
3.11.16 The system shall be equipped with mechanical isolation to prevent ambient noise or noise generated by the system from degrading its performance.
3.11.17 The system must be equipped with electric isolation to prevent formation of grounding loops. Grounding shall be designed to guarantee good ground isolation and the prevention of ground loops.
3.11.18 All peculiar calibration fixtures and accessories needed for full calibration of the SVCS, such as plug-in extension boards and special tools shall be furnished with each unit delivered.
3.11.19 It is required that the reference transducer set(s) can be removed from the exciter for laser calibration at a higher echelon laboratory without damaging any of the exciter internal components.
3.12 Controller Requirement
3.12.1 A rack mounted desktop controller is required that can efficiently operate under the Microsoft 10 Professional operating system. The Controller must meet or exceed Windows 10 Professional hardware requirements
3.12.2 Requires a color laser printer with at least 600 dpi resolution.
3.12.3 Requires an Intel Core i5 desktop processor or otherwise equivalent or better generation.
3.12.4 Requires a minimum of 8 GB system memory
3.12.5 At a minimum, the following types of input/output interface connections must be available on the controller or via port replication:
3.12.6 At a minimum contains one 100/1000 BaseT Ethernet RJ45 port.
3.12.7 Four integrated USB 3.0 compliant ports

The equipment shall be constructed so that no damage to any component shall occur and no permanent distortion to any structural member shall be caused during maintenance and calibration.
b. Calibration and alignment software instructions. For any equipment requiring the ACS display during calibration, the calibration and alignment software and instructions shall be stored in the SVCS software file or firmware. Any calibration data entered shall be stored in memory for future recall, display, and printing via the digital interface.
3.15 Calibration. For the purpose of this CSS, calibration refers to the process of comparing a test instrument with a calibration standard to determine the indicated error at specified test points. Alignment refers to the process of characterizing and adjusting a test instrument to cause it to indicate within its specified accuracy.

2. Alignment data. If the equipment has alignment data stored in memory (e.g.: EEPROM, data files, DACs, etc.) that is necessary for the equipment to meet its performance specification, and modification of this alignment data is necessary after repair or a calibration failure, the equipment shall be designed so that the alignment can be performed by the Navy.
3.16 Reliability. The design of the equipment shall be such that under normal use, operation and planned preventive maintenance, the equipment does not fail within one year or 1500 hours of operation, whichever comes first, with a statistical certainty of 95%. The manufacturer shall provide a summary of maintenance records to establish the validity of the statistical assertion. If records of the actual equipment model offered are not available, records from a similar model may be substituted. The manufacturer shall be able to reasonably establish the claim that the offered equipment shall provide reliability similar to the model used to provide substitute records. Routine periodic cleaning of equipment is considered planned preventive maintenance.
