About this file

This is a Statement of Work (SOW) for the replacement of Wrong Way Detection System sensors at Shaw Air Force Base, prepared by the 20th Security Force Squadron with an effective date of March 12, 2026.

The Government seeks to replace existing Wrong Way Detection System sensors at three Access Control Points (ACPs) at Shaw AFB: Main Gate, 441 Gate, and Sumter Gate. The scope involves removing outdated detection sensors and installing upgraded Commercial Off-The-Shelf (COTS) replacement sensors compatible with the current system architecture. The work is limited to sensor replacement and integration only; the Government will retain all existing infrastructure including conduit, wiring, mounting locations, control systems, and annunciation interfaces. No system redesign, construction, excavation, or new infrastructure installation is included. The replacement system must maintain current operational capability to detect wrong-way entry (vehicle, pedestrian, or bicycle) and transmit signals to the existing control system to initiate visual and audible alerts for Gate Sentry personnel. Integration with Android Team Awareness Kit (ATAK) may be supported but is not required.

The Contractor must provide all labor, materials, tools, and equipment for sensor replacement; ensure compatibility with existing control systems and annunciation equipment; perform functional testing to verify proper system operation; and provide manufacturer documentation and basic system operation guidance. Work shall be performed during normal operating hours (Monday through Friday, 0730–1630, excluding Federal holidays) at Shaw AFB with coordination of site access and system interruptions to minimize disruption to gate operations. The Contractor must comply with National Electrical Code (NEC) and National Electrical Safety Code (NESC) standards. Acceptance is based on successful installation, verified system functionality, and completion of required documentation. The Contractor shall provide a minimum one-year warranty on all materials and workmanship. The period of performance will be determined by the contracting officer.
