Minimum Technical Specifications

Six (6) 20-ft x 8-ft Container

This specification covers the design, fabrication, quality assurance, and delivery of HAZMAT containers for use in Norfolk Naval Shipyard in Portsmouth, VA.

Contractor shall provide Six (6) HAZMAT containers with minimum exterior dimensions of 8’ width x 9’ height x 20’ length.

The HAZMAT Container shall be leased for one base-year (12-months) and includes the option to extend the period of performance for two (2) - 6 month option periods. The period of performance for the base year shall begin on or around February 24, 2025.

The HAZMAT container shall provide a space that is suitable for the storage of hazardous material. It shall contain a sump to collect leakage, and a dry chemical fire suppression system as described in the following sections.

1. Government Responsibility

1.1. Government shall provide contractor ready access to the job location during contractor’s working hours (i.e., weekdays, excluding federal holidays, between the hours of 7:30 AM and 4:00 PM). Emergent services outside these hours will require government approval and will be at no cost to the government. The government is responsible for the cost of all additional approved or requested maintenance and repairs not specifically covered under this Agreement or any applicable warranties. The government will prevent anyone other than the contractor from maintaining, repairing or modifying its product, except connecting electrical power to the container.

1.2. NNSY is an industrial facility, therefore, wear and tear beyond what is normal wear and tear is typical and should be expected.

1.3. The government agrees to, upon satisfactory delivery and installation, connecting HAZMAT container to temporary services. The government will also have temporary services disconnected upon completion of the contract to allow the contractor to remove the container from the shipyard.

1.4. The government will provide a Contracting Officer Representative (COR) to this project to maintain the contract and to ensure the contract is being completed. A C400/COR representative/Technical Point of Contact (POC) will provide escort, if needed, once the contract is awarded.

2. Contractor Responsibilities

2.1. Provide all HAZMAT containers to St. Julian Creek Naval Annex.

2.2. Delivery crew security clearance request is required for shipment offload within NNSY/St. Julian Creek.

Contractor shall arrange the Security clearance request with the Pass Office at NNSY.

2.3. The contractor shall dispatch a representative within 24 hrs. of notification in order to activate the fire suppression system, after the Government has connected temporary utilities.

2.4. Before any temporary production facility will be accepted by the government, an inspection at NNSY will be performed to ensure the contractor has provided a product that conforms to the agreed upon specifications.

If the inspection is not satisfactory, the contractor has 3 business days to correct the discrepancies (at contractor’s cost) or the temporary production facility will not be accepted by the government.

2.5. Names and contact information for NNSY Lock Out Tags Plus Coordinator (LOTC) and/or the Facility

Custodian will be provided by NNSY TPOC and/or CORs set forth elsewhere in this document.

2.6. The contractor shall set the container in the proper location, designated by the technical POC, and provide a representative within 24-hours notification of connection to temporary services to activate the automatic fire suppression system.

3. Guiding Documents

3.1 Resulting project shall comply with all governing codes and Naval Standards including the most recent Unified Facilities Criteria, International Building Code 2012, ADA and Requirements for Lifting Equipment.

4. General Requirements

Containers:

4.1. Shall have a minimum sump capacity of 850 gallons.

4.2. A/C and heat required to maintain units at 75 degrees at all times, year-round. The government must be able to change the unit temperature, if necessary.

4.3. Shall have a dry chemical fire suppression system which meets all NFPA and OSHA requirements.

4.4. Shall have a minimum 120/240V, 100A, 3 wire, single phase UL listed load center (NEMA 3R).

4.5. Shall have exterior camlok connection box feeding a 600V, 40A 2-pole circuit breaker enclosed in a metallic

NEMA 3R enclosure feeding a 15kva, 440/240V primary, 240/120V secondary, single-phase transformer.

This transformer is to provide power to load center. See enclosure (1) and (2).

4.6. Shall have 4-hour fire rated walls.

4.7. Shall comply with all applicable NFPA and NEC requirements.

5. Maintenance Requirements

Contractor shall provide:

5.1. Equipment replacement/repair for any item and/or components damaged by negligence.

5.2. Fire suppression system repair and troubleshoot as needed.

5.3. Door repair/replacement as needed based on normal wear.

5.4. Quarterly A/C filter changes and replacements, as needed, per periodic maintenance plan.

6. HAZMAT Enclosure Requirements

6.1. Contractor shall provide a decal on each unit with the following information: Contractor company name, contract number, and a unique identification number. The unique identification number must be different on each unit. The decal shall have the following: minimum of 8.5” x 11” in size, white in color with black writing.

The decal shall be located on one of the doors of the unit. If half of the unit does not have a door, a label measuring at least 11/3” x 4” shall be placed on the electrical panel on the inside of the unit.

6.2. Hurricane proof to 110 MPH winds and must be water resistant.

6.3. All doors are to swing outward. Cipher locks are not required for the HAZMAT containers; however, the doors must be capable of being locked. Four (4) sets of keys shall be provided to the Technical POC.

6.4. Energy efficient heat pump in each HAZMAT enclosure, in all cases, the unit must be able to maintain 75 degrees Fahrenheit in summer or winter. The unit shall be energy star rated.

6.5. Provide (1) one fire extinguisher at each door (dry chemical NIIN: 4210-01-467-3616).

6.6. There shall be no windows in the units.

6.7. Floor covering shall be a steel grate allowing the flow of hazardous material directly into the sump. The steel grating shall be designed to withstand the exposure to hazardous material.

6.8. Floor load of minimum 500 pounds per square feet with raised grating for the storage area floor.

6.9. Floor space shall be liquid tight, included where the walls join/meet the floor.

6.10. Identification on the box shall clearly identify the enclosure as a hazardous material storage area and entry into the enclosure includes the risk of direct exposure to hazardous material.

7. Ventilation System

7.1. Provide ventilation for the storage unit by non-sparking electric exhaust fan(s) or a mechanical exhaust ventilation system.

8. Climate Control

8.1. Units shall be climate controlled and properly insulated.

9. Electrical Requirements

9.1. One row of surface mount fluorescent twin tube strip type interior light fixtures with energy efficient electronic ballast and 32-watt fluorescent bulbs. Mount in center of enclosure. Light fixtures shall be blast-proof.

9.2. All wire must be THHN or THWN, 75 degrees Celsius (min), size as indicated. Do not substitute wiring type/temperature rating unless the ampacity of wire and conduit fill requirements are evaluated to ensure NEC compliance.

9.3. Electrical Metallic Tubing (EMT) is specified on drawings. The NEC requires EMT to be supported within 3 ft of each box or conduit body and supported every 10 ft (minimum).

9.4. Liquid Tight Flexible Metal Conduit (LFMC) may be used on the exterior instead of EMT. The NEC requires

LFMC to be supported within 1 ft of each box or conduit body and supported every 4.5 ft (minimum).

9.5. The NEC requires the following color code:

9.5.1 Neutral (grounded conductor) = white

Note: may be phased taped white if larger than #6 AWG

9.5.2 Ground (Equipment grounding conductor) = green

9.6. Exterior wiring to include a camlok connection box feeding a 600 Volt, 40 amp, 2 pole circuit breaker enclosed in a NEMA 3R circuit breaker enclosure. This is to feed a 15 kva, 480/240 volt primary, 240/120 volt secondary single phase transformer (see enclosure (2)). See enclosure (4) for a list of exterior equipment. Equivalent material may be substituted.

9.7. Contractor may use a fusible disconnect switch, NEMA 3R with current limiting fuses rated the same size as the circuit breaker in the enclosure (2) ( PC-4 and PC-5).

9.8. Receptacles: 120-volt, 20 Amp Quad type receptacle wired on a #12 AWG (min of two Quad Receptacles per circuit). Provide (1) ea 120 volt, 15 amp duplex GFCI test type receptacle wired on a dedicated circuit mounted on the exterior in a weatherproof box beside the HVAC unit.

9.9. A typical transformer wiring diagram is shown in enclosure (3) in the drawing, use the manufacturers wiring schematic to connect transformer (schematic usually located on front panel of transformer). Transformer size may be adjusted depending on load demand of HAZMAT enclosure.

9.10. Input connections of the HAZMAT container electrical system shall be per NEC requirements and using camlok receptacles (see enclosure (1)).

9.11. Transformer frame shall be bonded to unit frame using appropriate size bonding jumper from NEC table

250.122, per NEC.

9.12. Wiring of unit electrical system shall comply NFPA 70 (National Electric Code) where applicable.

10. Relocation

In the case that Norfolk Naval Shipyard needs to relocate the unit, the following must be provided:

10.1. Units shall be stiffened as required to eliminate swaying of the upper units.

10.2. Units are to be outfitted with suitable attachments for overhead AND forklift lifting.

10.2.1. For multiple point lifts, each lifting attachment shall be capable of supporting one half the gross weight of the equipment with a design factor of five to one based on ultimate strength. For single point lifts, the lifting attachment shall be capable of supporting the gross weight of the equipment with a design factor of five to one based on ultimate strength.

10.2.2. For multiple point lifts, each lifting attachment shall accept a standard anchor shackle (Federal Specification RR-C-271D, type IVA) which is capable of supporting one half the gross weight of the equipment. For single point lifts, the lifting attachment shall accept a standard anchor shackle (Federal Specification RR-C-271D, type IVA) which is capable of supporting the gross weight of the equipment.

10.2.3. Design of the lifting attachments shall be such that the attachments and shackles are not side loaded more than 10° out of the plane of the attachment unless specified by the manufacturer. Lifting attachments shall be located such that the lifting slings do not contact the equipment, or alternatively a spreader beam certified to NAVFAC P-307 shall be provided. Whenever practical, the lifting attachments shall be located above the center of gravity, and such that the lifting slings do not contact the equipment housings.

10.2.4. Each lifting attachment shall be conspicuously marked in a contrasting color “lift here”. Letters shall have a minimum height of 1”. Where multiple lifting attachment points and/or tiedown points exist (i.e., forklifts and aerial platforms), each lifting attachment shall be conspicuously marked or identified.

10.2.5. Forklift channels shall be 5”x10” inside dimension the full width of the unit and enclosed on all four sides.

10.3. The equipment shall gross weight prominently marked. Sand hopper tubs, or other containers that may contain material shall be marked with the empty and full weight (or alternatively the empty weight and working load limit). Marking shall be in upper case letters of contrasting colors, with a minimum height of 1”.

Marking shall include the units (i.e. “pounds”, “long tons”, etc.).

10.4. The equipment shall be provided with a lifting sketch/rigging diagram that meets the requirements of

Section (11).

10.4.1. The lifting sketch shall detail any specific requirements and/or configurations that must be met prior to lifting (i.e., “engage swing lock,” “tilt mast back fully,” “rotate lifting basket over side,” “utilize 10’ minimum length slings,” and “spreader beam required”).

10.4.2. The lifting sketch shall include the location of the equipment center of gravity (full fuel, hydraulic tanks, etc.), equipment model/manufacturer, and gross weight.

10.4.3. A copy of the lifting sketch shall be provided with the equipment, and copies shall be forwarded to the government points of contacts and Code 714 (396-3345/3346).

10.5. If specialized handling gear, other than shackles, standard slings, or chain hoists, is required (i.e., spreader beams and special lift rigs), the contractor shall provide it unless NNSY previously agrees to furnish this gear.

10.6. Permanently affixed isometric rigging diagram shall be placed near the gross weight label and shall include:

10.5.1. Show one (1) unit.

10.5.2. Show center of gravity location.

10.5.3. List manufacturer and gross weight.

10.5.4. Locate diagram near one of the “gross weight” markings.

10.5.5. Indicate minimum standard anchor shackle size and minimum sling length.

10.7. Provide 3 paper copies of the isometric rigging diagram.

11. Lifting Sketch Requirements

11.1. The HAZMAT container must be capable of being moved by forklift AND crane.

11.2. Lifting sketches, as a minimum, shall identify the following:

11.2.1. The weight of the load.

11.2.2. The location of the center of gravity.

11.2.3. The minimum capacity/length of slings.

11.2.4. The minimum capacity of other standard rigging gear.

11.2.5. The attachment (lifting) points for the load.

11.2.5.1. The attachment points for multiple leg lifts shall be sized such that each attachment point can support half the load’s weight at the anticipated lift angle.

11.2.5.2. The attachment point for single leg lifts shall be sized such that the attachment point can support the entire load’s weight.

11.2.6. Limitations on allowable orientations for any parts making up the lifting assembly

11.2.7. For single leg vertical lifts using twisted rope (wire or synthetic), two parallel ropes each capable of supporting the entire load alone shall be required unless a method is used to prevent unraveling the rope.

11.2.8. A minimum D/d ratio of one shall be required where wire rope slings pass over any object, or in the eyes of wire rope slings. A minimum D/d ratio of two shall be required where synthetic rope slings pass over any object, or in the eyes of synthetic rope slings.

11.2.8.1. "D" represents the diameter of the object the sling passes over.

11.2.8.2. "d" represents the diameter of the sling.

11.2.8.3. Table 14-3 of NAVFAC P-307 lists efficiency factors at various D/d ratios.

11.2.9. Components in each handling assembly shall be sized based on the worst-case distribution of loads. Note: When making a two-, three-, or four-point lift, the handling gear shall be sized so that two legs can support the load without exceeding the safe working load (SWL) at the lift angle expected, unless an equalizing method is used

11.2.10. When nonstandard gear is required (i.e., round stock lifting bars) written instructions shall be provided that ensure:

11.2.10.1. The proper material is being used.

11.2.10.2. The item is certified.

11.2.10.3. Any special requirements or dimensions are followed to ensure that engineering assumptions are met (i.e., eccentricity of the bearing points).

11.2.12. A load indicating device (LID) and a pre-determined stopping point will be in the rigging configuration; applicable to engineering estimated weights and loads not covered by a technical work document (TWD), unless otherwise approved by C-714.
