About this file
This statement of work outlines data acquisition system components, instrumentation, spare parts, and repair/calibration services required by the Federal Aviation Administration over five years. The scope includes establishing a blanket purchase agreement to order data acquisition system components, sensors, spare parts, repair, maintenance, modification, calibration, and training services from a qualified distributor for equipment used by the FAA's Civil Aerospace Medical Institute to conduct aircraft crashworthiness and survival research. The distributor must maintain accreditation and perform all services and calibrations according to standards traceable to the National Institute of Standards and Technology. The statement of work specifies requirements for quoted and non-quoted parts and services, shipping and handling charges, places of performance, contractor and government responsibilities, and deliverables including certification of compliance with manufacturer's specifications and calibration traceability.

STATEMENT OF WORK
Acquisition of
Data Acquisition System Components, Instrumentation, Spares Parts, and Repair/Calibration Services
Federal Aviation Administration Mike Monroney Aeronautical Center
Office of Aerospace Medicine Civil Aerospace Medical Institute
Aerospace Medical Research Division Oklahoma City, OK
December 4, 2023
1. Introduction
The Federal Aviation Administration (FAA) Civil Aerospace Medical Institute (CAMI), Protection & Survival Research Lab (AAM-630) conducts research studies of materials, structures, components, aircraft configurations, and passenger safety, as they relate to aircraft crashworthiness and survival issues. This research supports FAA flight plan goals for Aviation Safety, International Leadership and Organizational Excellence. To meet the above goals, AAM-630’s Biodynamic Research Team conducts dynamic impact tests of aircraft seats and restraints using Government owned Anthropomorphic Test Devices (ATD) (AKA: Crash Test Dummies) sensors and Data Acquisition Systems (DAS). Each test has the possibility of damaging or destroying test dummies and sensors and DAS components. The ATDs, sensors and DAS must be properly maintained to provide valid data.
This SOW will be reviewed as required, generally annually, to update requirements as needed. Items will be procured as AAM-630 deems necessary and dependent on the availability of Government funds for ongoing yearly projects.
2. Scope of Work
The objective of this requirement is to establish a Five (5) year Blanket Purchase Agreement (BPA) against which orders can be placed for DAS components, Sensors, Spare Parts, Repair, Maintenance, Modification, Calibration and Training services and all related transportation/shipping and handling. The services and parts provided shall be those required to support the entire range of instrumentation used to conduct AAM- 630’s research.
3. Requirement
CAMI’s Biodynamic Research Team has a requirement for parts, service, and shipping as described below. The parts and services available to order shall be those required to support the entire range of instrumentation used to conduct AAM-630’s research. The parts and services that are anticipated are DAS components, all relevant sensors and spare parts and any calibration, repair, maintenance, modification, and training services for Government equipment with the Diversified Technical Systems (DTS), the OEM of record. All interested and capable sources must have and maintain distributor rights and support service authority to support this requirement in accordance with OEM specifications. Pricing shall be incorporated into the BPA through bilateral agreement annually throughout the life of the contract to provide support for current and newly acquired instrumentation. The contractor shall maintain A2LA, ISO17025, or other approved accreditation criteria throughout the term of the contract and perform all service, produce all parts, and conduct all calibrations provided under this contract in accordance with these standards.
3.1. Quoted Parts and Service:
The Contractor shall provide DAS components, sensors, and spare parts and perform calibration, repair, maintenance, modification, and training services for Government equipment in accordance with Original Equipment Manufacturer (OEM) technical specifications or FAA approved specifications.
3.1.1. Services: Upon receipt of Government owned assets, the Contractor shall initiate inspection/evaluation and if additional parts and services are needed to repair the item (beyond those specified in the written order), provide costs to complete the repair. The Contractor must receive a written authorization from the designated POC to proceed before these additional services are rendered in accordance with the BPA.
3.1.2. Calibration: Upon receipt of an item for calibration, the Contractor shall determine whether the item is serviceable and if so, whether its performance as received is within tolerance. The Contractor shall provide a statement reflecting the item’s as-received status. If the item requires any repairs or rework the Contractor shall provide costs to complete the service. The Contractor must receive a written authorization from the designated POC to proceed before these additional services are rendered in accordance with the BPA. For all calibrated items the contractor shall provide evidence that the item’s accuracy or performance is traceable to National Institute of Standards and Technology (NIST) measurement references, and meets SAE J211-1, SAE J2570, ISO 6487 standards as applicable.
3.2. Parts and Services Not Quoted
The Contractor must be able to provide DAS components, instrumentation, and spare parts and perform calibration, repair, maintenance, and modification services for Government owned equipment in accordance with Original Equipment Manufacturer (OEM) specifications.
3.2.1. Services: Upon receipt of Government owned assets, the Contractor shall initiate inspection/evaluation and provide costs to complete the service. The Contractor must receive a written authorization from the designated POC to proceed before these services are rendered in accordance with the BPA.
3.2.2. Calibration: Upon receipt of an item for calibration, the Contractor shall determine whether the item is serviceable and provide the cost for the calibration and any repairs or rework necessary. The Contractor must receive a written authorization from the designated POC to proceed before these services are rendered in accordance with the BPA. After receiving authorization, the Contractor shall determine whether its performance as-received is within tolerance and provide a statement reflecting the item’s as-received status. If during the calibration process it is determined that the item requires repairs or rework, the Contractor shall provide the costs to complete the service. The Contractor must receive a written authorization from the designated POC to proceed before these additional services are rendered in accordance with the BPA. For all calibrated items the contractor shall provide evidence that the item’s accuracy or performance is traceable to National Institute of Standards and Technology (NIST) measurement references, and meets SAE J211-1, SAE J2570, or ISO 6487 standards as applicable.
3.3. Shipping and Handling Charges
The Contractor will be reimbursed for normal Shipping/Handling of all Government Assets outlined within this Statement of Work. The Government may request expedited return of assets requiring mutual consent and written authorization between the Government and the Contractor.
4. Place of Performance:
Services may be performed at the FAA Civil Aerospace Medical Institute (CAMI) or FAA’s Contractor Facilities.
These locations include:
TBD
5. Government Responsibility
The Government will coordinate with the Contractor for parts and services in accordance with the BPA Terms and Conditions.
6. Contractor Responsibility
The Contractor is responsible to return all assets in serviceable condition on or before 10 business days after receipt. Any delays shall be coordinated with the Government
POC.
7. Deliverables
The Contractor must certify to the FAA, with supporting documentation, that each part supplied was manufactured in compliance with the current manufacturers’ specifications, or FAA approved specifications, and that each service supplied was accomplished in accordance with the current manufacturers’ specifications, manuals, operating specification, or FAA approved specifications for repair/modification/calibration. In addition, for calibrated items, the Contractor shall provide evidence that the item’s accuracy or performance is traceable to NIST measurement references, and meets SAE J211-1, SAE J2570, or ISO 6487 standards as applicable.
