About this file

This Draft Statement of Work (SOW) details requirements for Continuous Friction Measuring Equipment (CFME) for Joint Base McGuire-Dix-Lakehurst, with a targeted installation date of 30 July 2025. The CFME must integrate into a 1/2 ton or larger pickup truck or SUV, provide fast and accurate friction measurements on runways, operate in extreme winter conditions, complete 12K tests per season without tire replacement, and be FAA-approved. Key technical specifications include using a large radius tire (ASTM 501 or 524), having stainless steel fabrication, generating accurate wet pavement measurements, and being easily removable and transferable between vehicles.

The contract includes comprehensive requirements for software, website reporting, delivery, equipment, and installation. The contractor must provide a Samsung S10 tablet, custom display, and Bluetooth device, and deliver the CFME in a forklift-accessible wooden crate within 45 days of contract award. Installation will be performed by qualified technicians, with a one-year warranty covering components and installation. Security requirements are strict, including valid identification for base access, compliance with traffic regulations, and prohibitions on weapons and unauthorized cell phone usage. The opportunity is part of a Sources Sought notice for market research, with responses due by 14 August 2025, targeting businesses under NAICS code 334519.

Statement of Work For

Continuous Friction Measuring Equipment (CFME) Joint Base McGuire-Dix-Lakehurst

30 July 2025

1.0. PURPOSE.

1.1 Purchase the Continuous Friction Measuring equipment (CFME), installation of CFME at Building 1758. As part of the contract, the contractor will send a technician to Joint Base McGuire-Dix-Lakehurst to complete the installation.

2.0. DESIGN REQUIREMENTS.

2.1. The CFME must be integrated into the framework of the vehicle, i.e. self-contained but easily accessible for maintenance, repair and cleaning. It must also have a bumper to protect the CFME from damage.

2.2. Any modifications required to the vehicle must be approved for GSA vehicles at other USAF locations.

2.3. No permanent modifications to the vehicle. No holes in the bed of the vehicle.

No decrease in the truck bed area.

2.4. The installation of the friction tester must not impact the warranty of the vehicle.

2.5. Must be able to integrate into any 1/2 ton or larger pick-up truck or any large

SUV.

2.6. Provide fast, continuous, accurate, and reliable friction measurements (RCR Values) for the entire length of the runway or testing surface, less the differences required for accelerating and decelerating the vehicle at the runway ends.

2.7. Must be approved by the FAA.

2.8. Be used in extreme winter contaminant conditions for snow and ice removal testing.

2.9. Complete 12K tests in a season without replacing the measurement tire.

2.10. CFME design allows the unit to be transported across heavily contaminated surfaces with snow and ice onto the measurement surface.

2.11. It is ready to be used as soon as the vehicle is started with only friction tire pressure tests and visual inspection.

2.12. Can be readily transferred to a new vehicle when the testing vehicle needs to be upgraded at minimal additional cost

2.13. Be easily removable from the host vehicle at the end of the winter Testing season, if required.

2.14. Generate accurate values on wet pavement, regardless of temperature, without tire degradation.

2.15. Be designed to sustain rough usage and still function properly

2.16. Easy to maintain. The CFME should not require daily calibration. Operations need to be able to access the airfield for testing quickly.

2.17. The CFME design should have no exposed pully's, chains, or springs that can be lost on the airfield.

2.18. CFME tester must-have stainless steel fabrication to reduce maintenance.

2.19. It is designed to be used in winter conditions for snow and ice control friction measurements.

2.20. Use a large radius tire such as an ASTM 501 or ASTM 524.

2.21. The CFME device, part # HTI-A-1203-I-002, must not interfere with the operational duties of the Airport Operations/Maintenance teams conducting the friction studies. It must allow the airport personnel to use the vehicle for other functions than friction testing. Operators should be able to respond quickly to other duties on the airfield, to be able to back-up and to cross of heavily contaminated surfaces if necessary to access the testing surface. It must be rugged in design and proven to be effective in extreme winter condition friction testing.

3.0 SOFTWARE.

3.1. The contractor will provide the customer with a tailored software package for the CFME system based on their airfield requirements. The customer will have a license to that software for the life of the CFME. The tablet software must save the data from the CFME display. The data is sent from the CFME Display through a Bluetooth device, provided by the contractor, that is plugged into the serial port in the back of the display and is connected to the tablet.

4.0. WEBSITE.

4.1. Have a tailored web-based winter condition and RCR (Mu Value) reporting website with user and Administrator views. Data from the CFME should be sent to the website directly. Personnel from the base can log into the website and see RCR values and conditions in real-time as testing is being performed. Airfield Management can determine what information is shared with each user group and how that information is formatted. From this website, they can communicate with Flight Crews, add comments, and indicate which surfaces are open and closed.

5.0 DELIVERY REQUIREMENTS:

5.1. The contractor will arrange for transportation of the CFME from the contractor’s facility to the indicated address at Joint Base McGuire-Dix-Lakehurst.

5.2. It will be shipped in a single wooden crate that can be lifted with a forklift.

5.3. The deliverables will be delivered and installed on the vehicle provided by the customer within 45 days after the contract award.

5.4. The delivery location is 1758 Vandenberg Ave, JBMDL, NJ 08641.

6.0. EQUIPMENT.

6.1. The contractor will provide one Samsung S10 or equivalent tablet with cover and screen protector and one modified tablet stand (for vehicle use) that will hold the table and the Custom Display. The tablets must be compatible with the Bluetooth device and software. The tablet must have cellular service capability, WIFI and Bluetooth compatible.

7.0. INSTALLATION REQUIREMENT.

7.1. The contractor will provide qualified technician(s) for the installation of the CFME. The customer may be asked to aid in the installation. Any requested tools must be provided well in advance and should be standard in any vehicle maintenance and repair operation.

7.2. The contractor shall be responsible for on-site coordination of all staging and deliveries of their product, to include access to and operation of any equipment needed for unloading and movement of materials or product.

7.3. The contractor shall be responsible for following all safety and security guidelines within the area in which work is being performed, to include securing any contractor owned tools or equipment and any on site storage being utilized

7.4. The contractor shall remove and dispose of all items relating to the installation of the CFME, such as (but not limited to) protective shipping containers and boxes.
