C.2 BACKGROUND

The National Highway Traffic Safety Administration (NHTSA) is an operating administration of the United States Department of Transportation (DOT), and its mission is to save lives, prevent injuries, and reduce economic costs associated with motor vehicle crashes. As part of its mission to reduce fatalities and injuries caused by motor vehicle crashes, NHTSA promulgates Federal Motor Vehicle Safety Standards (FMVSS). Manufacturers of motor vehicles and items of motor vehicle equipment are required to certify that each product they sell in the United States meets the requirements of all applicable safety standards. NHTSA’s Office of Vehicle Safety Compliance (OVSC) is charged with determining whether manufacturers meet the applicable safety standards. This contract effort will enable the agency to meet its mission by assuring that motor vehicles meet the requirements of FMVSS No. 106, Brake Hoses.

FMVSS No. 106 establishes minimum performance requirements for brake hose assemblies, fittings, and hose for use in motor vehicles. The purpose of FMVSS No. 106 is to reduce deaths and injuries occurring as a result of brake system failure from pressure or vacuum loss due to hose or hose assembly failure. The requirements for compliance testing of brake hoses include testing such components to the load test requirements of FMVSS No. 106 as specified in TP- 106-04.

The purpose of this contract is to acquire services associated with the acquisition, inspection, compliance testing, and compliance test reporting of brake hoses, brake hose assemblies, and brake hose end fittings to assist the Government in its enforcement efforts for FMVSS No. 106.

C.10 TESTING

C.10.1 Enforcement Tests

There are four types of brake hose/brake hose assemblies subject to FMVSS No. 106: hydraulic, air, vacuum, and plastic air tubing, as well as brake hose fittings. NHTSA may either order a set of tests, or may order individual tests as specified in Section B of this contract.

Depending on the CLIN ordered, the number of test items procured to complete the work will vary as explained in TP-106-10. For any CLIN, the COR has the option to direct the test lab to order fewer samples than specified in the TP. In that case, the COR will provide instructions to the lab about how many test items to use to complete each individual test. For example, a hydraulic brake hose test would cover all requirement of S5.3.1 through S5.3.13, and would typically require twenty-two test items.

Certain CLINS, as specified in section B, require a specific combination of tests, and in those cases, fewer test items would be required. For example, an inspection/constriction/whip resistance test would typically require five test items; four for the completion of the test sequence, and a one spare.

In addition to CLINS specifying a complete test sequence for each of the four types of brake hose assemblies, C.10.3.2 specifies a specific test sequence that can be ordered for up to six hydraulic brake hose assemblies.

Testing for each type of brake hose assembly is detailed in FMVSS No. 106 and summarized below:
