About this file
This is a Draft Statement of Objectives (SOO) for Traffic Control Services at Navajo Dam in New Mexico. The project involves managing a single-lane closure on highway NM 511 across the Navajo Dam during an investigatory drilling project from December 2025 to May 2026. The contractor will be responsible for designing and implementing a Traffic Control Plan (TCP) that ensures safety for workers and travelers, including obtaining an NMDOT permit, installing and maintaining traffic control devices such as signage, barriers, temporary traffic signals, and message boards.
Key performance requirements include operating a 24/7 lane closure for approximately four months, with traffic alternating through one open lane while the other lane is used for equipment staging. The work will follow a ten-day-on/four-day-off schedule, with a certified "Work Zone Safety Supervisor" managing traffic control. The contractor must coordinate with the Bureau of Reclamation and NMDOT to determine lane width, potential load restrictions, and provide advanced notice and detour signage as needed. The project is located in San Juan and Rio Arriba counties, with drilling work occurring on the upslope side of the Navajo Dam.

DRAFT
Statement of Objectives (SOO) for Traffic Control Services at Navajo Dam
1. PURPOSE
The purpose of this effort is to ensure safety while completing investigatory drilling at Navajo Dam along road NM 511. To complete drilling, equipment will be staged on the roadway, requiring lane closures on NM 511 across the face of Navajo Dam. Figure 1 reflects the locations of roadways across Navajo Dam.
Lane closure will be required for the safety of both workers and the traveling public.
Figure 1: Navajo Dam Roadways
2. BACKGROUND
An investigation of Navajo Dam embankment materials is required in the 2026 winter through spring seasons. Drilling is required for the investigation in several locations that are only accessible from the roadways across the dam.
Due to the available shoulder width on NM511 across the face of the dam, it is anticipated that the roadway can remain open for travel through one lane, alternating directional travel. The southern lane (against the face of the dam) will be used to stage equipment while the northern lane (adjacent to the downward slope) will be maintained for the traveling public. The lane closure will remain in place 24-hours a day, seven days a week for an estimated approximate four (4) month duration.
3. SCOPE
The scope of this effort includes all services and equipment be provided by the selected contractor to achieve a compliant single-lane closure, allowing for alternating travel directions in the open lane, on NM 511 in a safe manner for both workers and the traveling public. The scope includes acquisition of a permit from NMDOT and completing the associated Traffic Control Plan (TCP) design and approval, providing labor for installation and maintenance of devices identified in the TCP, and supply of NMDOT and Manual on Uniform Traffic Control Devices (MUTCD) compliant traffic control devices such as signage, barriers, temporary traffic signals, and message boards necessary for the duration of road closures. Labor will include supervision of personnel and installation, inspection, maintenance and field adjustment of traffic control devices on the project. A Traffic Control Supervisor, certified as a “Work Zone Safety Supervisor”, shall be responsible for traffic control management, inspection, and repair or replacement of deficient devices each day and ensuring compliance with NMDOT permit requirements.
Determination of available lane width for the traveling public will be the responsibility of the selected contractor in coordination with the Bureau of Reclamation and NMDOT. If wide / oversized load restrictions are required, the necessary advanced notice and detour signage required will be the responsibility of the contractor to provide.
Conceptual Traffic Control Plans are attached to this document for reference, but final, stamped plans will be the responsibility of the selected contractor to provide and submit for acquisition of NMDOT permits, including any necessary revisions. Cost estimating shall be based on the Contractor’s experience and expertise and not the conceptual plans provided.
4. PERIOD OF PERFORMANCE
The period of performance for this statement of objectives is anticipated from December 8th, 2025 to May 20th, 2026. A breakdown of the assumptions for the Period of Performance is as follows:
• December 8th, 2025 – January 1st, 2026: Preparing traffic control plans and procuring NMDOT permits
• January 2nd, 2026: Placing VMS Boards to notify the public of traffic pattern changes a minimum of 10 days prior to changes
• January 13th, 2026: Installation of NM 511 traffic control devices to achieve lane-closure and associated advance signage
• May 20th, 2026: Removal of traffic control devices from NM 511 to fully open roadway to traffic
5. PLACE OF PERFORMANCE
The primary place of performance will be on Navajo Dam, New Mexico, along state highway NM 511.
Navajo Dam is located in San Juan and Rio Arriba counties. Placement of signage will be at locations to be determined by the contractor, likely along highways NM 511 and 539. Figure 2 shows the location of the dam, configuration of adjacent roadways, and county lines (San Juan County to the west, Rio Arriba County to the east).
Figure 2: Location of Navajo Dam and Surrounding Highways
6. PERFORMANCE OBJECTIVES
a) To ensure a safe working environment by removing traffic where and when staff is working around the drill rig along the roadway.
b) To reduce traffic to a single lane on NM 511, providing a safe work environment for workers and a safe traveling path for motorists with sufficient notice, speed reduction, and preventative measures to maintain this environment.
c) Work and procedures to occur in accordance with New Mexico state and NMDOT highway laws.
7. OPERATING CONSTRAINTS
Coordination with stakeholders in the area will be important to the project’s success. This includes acquisition of a NMDOT permit for the road closure and associated design, review, and approval of a TCP, which will be designed and submitted by the selected contractor. Public notices for closure dates and any changes to the anticipated schedule will be provided by the Bureau of Reclamation and stakeholders will be asked to share the information to their constituents.
Drilling work is anticipated to occur on a ten-day-on / four-day-off schedule. Workers will be present approximately eight of the ten days “on” to allow for travel to and from the site. The drill rigs will not be able to be relocated/removed during “off” periods and traffic control will remain in place for the duration of the performance period.
There is limited width available on NM 511 across the face of the dam. The drill rigs will be able to set with tires in the drainage ditch on the upslope side of the dam to provide space for traffic control devices, but determination of the available lane-width and any associated vehicle restrictions will be determined by the selected contractor based on selected devices, in coordination with the Bureau of Reclamation and
NMDOT.
