DRAFTSTATEMENT OF NEED (SON)
FOR
COLD WEATHER GEAR
BEALE AIR FORCE BASE (AFB), CA
August 2026
DRAFT
1. BACKGROUND. The 9th Security Forces Squadron (SFS) at Beale AFB requires two-hundred and eighty (280) Cold Weather Softshell Jackets. This procurement seeks to enhance operational capabilities, force protection, and personnel readiness during cold and inclement weather operations. Furthermore, this would be a significant improvement in force preservation and tactical effectiveness by providing defenders with advanced environmental protection. While traditional cold-weather parkas provide basic warmth, their bulk and lack of active layering capabilities severely constrain mobility and cause overheating during physical exertion. Advanced, low-bulk softshell technology is required to ensure personnel can transition smoothly between static posts and active law enforcement responses without compromising safety, weapons handling, or physical capability while wearing body armor.
2. SCOPE. The Contractor shall deliver two-hundred and eighty (280) Level 5 Cold Weather Softshell Jackets. The Contractor shall furnish and deliver the jackets, including all required technical fabrics and Velcro integrations, in accordance with the specifications and sizing distribution outlined below. This equipment is essential for enabling 9 SFS personnel to perform critical law enforcement and security operations while mitigating cold-weather injuries and maintaining uniform compliance with DAFI 36-2903.
3. REQUIREMENTS. The Contractor shall deliver two-hundred and eighty (280) complete Level 5 Cold Weather Softshell Jackets. The Jackets must be strictly Berry Amendment Compliant (100% Made in the USA). The Contractor shall deliver the items directly to the 9 SFS. The Contractor shall provide the following item(s):
TABLE 3.1 - REQUIREMENTS
Nomenclature Level 5 Cold Weather Softshell Jackets
Quantity 280 (See Size Distribution)
Fabric Build Must consist of a 4-way stretch woven outer shell laminated directly to an inner fleece backer. It cannot have a loose, hanging, or separate liner, as these snag on duty gear and bunch up dangerously under plate carriers.
Material Composition
To ensure the precise balance of abrasion resistance and mobility, the outer shell face fabric must be exactly 93% Nylon and 7% Spandex, with trim components composed of 91% Nylon and 9% Spandex. The interior mesh components must be 100% Polyester.
Color Must be standard OCP (Operational Camouflage Pattern) as authorized by unit commander and DAFI 36-2903.
Compliance Fully Berry Amendment Compliant (10 U.S.C. 4862).
Size Distribution Small (S)
Medium (M)
Large (L)
Extra Large
(XL)
Double Extra Large (2XL)

TABLE 3.2 – ADDITIONAL REQUIREMENTS
Insignia Must feature hook and loop (Velcro®) fields on the chest and sleeves to accommodate standard Air Force Name, Service, Rank, and unit patches.
Pocket Layout To prevent interference with the seating of a rifle buttstock in the shoulder pocket, the jacket must feature only one zippered chest pocket, located on the left side. Jackets with dual chest pockets or right-side chest pockets are not acceptable.
Storage Must include zippered hand pockets and zippered bicep pockets (with loop fields) that remain accessible while wearing external armor.
Underarm Design
The jacket must have smooth, flat underarms utilizing a 4-way stretch underarm gusset for mobility. It must not feature underarm ventilation zippers (no "pit zips"), as hard zippers create severe pressure points and chafing when compressed under the weight of standard-issue plate carriers during long shifts.
Comms Routing The bicep pockets must include internal pass-through holes to run radio earpiece wires inside the jacket, eliminating exterior snag hazards during tactical movements.
Cuffs Must include hook and loop wrist adjustments to properly secure the sleeves over standard-issue tactical gloves.
Water and Wind Resistance
Outer shell must feature a Durable Water Repellent (DWR) finish to actively repel moisture, wind, and light precipitation.
Thermal Regulation
The laminated inner fleece must pull moisture away from the body during active exertion while retaining static heat.
Weight Restrictions
To prevent unnecessary fatigue during prolonged foot patrols, the garment must remain lightweight, weighing no more than 23.5 oz (for size Large).
Mobility & Armor Integration
The 4-way stretch fabric must not restrict arm movement, weapons manipulation, or duty belt access. The garment's hem and underarms must be explicitly constructed to lie flat and withstand rugged tactical environments without bunching under external load-bearing equipment (plate carriers).
Liability All products will require a standard commercial manufacturer warranty against defects in material or workmanship for a period of at least one year from the date of shipment. The sole obligation under this warranty is to repair or replace, at the manufacturer's option, any product or any part or parts thereof, found to be defective.
4. DELIVERY. The Contractor shell coordinate a delivery time with the Government Point of Contact (POC) identified in the inspect and accept information section of the contract at least two (2) weeks prior to anticipated delivery. Products shell be delivered within the hours listed below.
5. LOCATION & HOURS OF OPERATION. The 9th SFS’s standard operating hours are Monday – Friday, 7:30 AM – 6:00 PM, PST. The location of delivery/operations will be 17798 24th St Bldg. 25608, Beale AFB, CA 95903. The following Federal holidays are observed:
