About this file
This document is a Sole Source Justification Form submitted by the Illinois Department of Transportation (IDOT) for a contract for the Automatic Truck Wash Maintenance Contract. IDOT recently purchased a new automatic truck wash from Interclean and requires a maintenance contract to provide preventative maintenance, parts, repairs, and chemicals. The contract will have an estimated initial term value of $120,000 and will run from January 1, 2022 to December 31, 2022 with no renewal options. Interclean is the sole source for this contract as they are the only company that can service and maintain the Interclean truck wash equipment, provide the necessary parts, and supply the required chemicals.
The pricing for this contract has been negotiated by IDOT and is considered fair and reasonable. This sole source contract will obligate IDOT to use Interclean for future maintenance, parts, and chemicals for the life of the truck wash. If this sole source is not approved, IDOT will not be able to utilize the new truck wash as they will not have a service contract in place to perform necessary maintenance and repairs.

Requesting Agency/University Illinois Department of Transportation
1. Provide a detailed explanation of the need for the supplies or services:
IDOT District 6 purchased a new automatic truck wash from Interclean. Interclean is the only company that can service and maintain their equipment. Currently, the truck wash is covered under the warranty, but this ends on 12/31/21. The new truck wash requires bi-annual service and possible repairs to keep it running. Without this service contract, IDOT will not be able to use the new truck wash should issues arise and maintenance will not be able to be performed. Interclean is the only company that can provide the parts and chemicals to be used in the truck wash.
2. Provide a list and describe in detail the specifications required to satisfy the need:
The new Interclean Truck Wash can only be serviced and maintained by Interclean.
Biannual preventative maintenance.
Chemicals - the required chemicals are only availible from Interclean.
Potential parts and repairs.
3. Provide detail explaining the justification selected in Section IV to explain why the requested supplies or services are the only ones available that can satisfy the agency or university requirements?
The new truck wash was provided by Interclean. Interclean is the only one that can service and maintain Interclean equipment. Having another party service this equipment could lead to incorrect maintenance and additional issues. Interclean is the only company that can provide the parts and chemicals to be used in the truck wash.
4. What are the unique features of the supplies or services that are not available in any other product or by any other vendor? Provide specific quantifiable factors/qualifications:
The new Interclean Truck Wash can only be serviced and maintained by Interclean. Only Interclean can provide parts for this truck wash. Only Interclean detergents are specifically designed and diluted to work with their truck wash system so you get the correct detergent to water ratio. Using another brand of detergent and chemicals that was not designed for this system could lead to equipment failure and damage to the trucks or insufficient cleaning requiring to run trucks through multiple times which would be less cost effective than using the correct detergent designed for this system.
5. Has the Agency or University considered alternative supplies or services to satisfy their need? Yes No
5a. If no, why weren't alternatives evaluated?

6. Are there resellers or distributors?
Yes No N/A
7. What efforts were made to get the best possible price (i.e. did the agency/university negotiate) and how did you determine the price for this purchase is considered fair and reasonable?
IDOT District 6 has negotiated pricing with Interclean and the pricing is reasonable and comparable to past services and other truck washes used by IDOT.
8. Will this purchase obligate the State to this vendor for future purchases such as maintenance, licensing or continuing need?
Yes No
8a. If yes, please provide details regarding future obligations and/or needs:
This service contract will need to be in place every year for the life of the truck wash.
9. What will be the financial or other impact to the State if this sole source is not approved and a competitive bid is required?
If there is no service contract in place, IDOT will not be able to have preventative maintenance and repairs performed. This will lead to the new truck wash being unusable.
