Stairways shall have guard rails and toe boards in order to eliminate the need for fall protection while traversing them.

The enclosure shall be designed for structural loads in accordance with ASCE/SEI 7. The site’s basic wind speed is 90 miles per hour, the surface roughness category is C, and the exposure Category is C. The site’s ground snow load is 70 pounds per square foot.

Detailed drawings of the scaffolding configuration shall be submitted to the Government for approval by 2 October 2020. Scaffolding layout and anchoring shall be designed by a licensed professional engineer, with sealed calculations provided to the Government. The miter gate will be considered an adequate anchor for horizontal loads up to 10,000 pounds per location.

Average snowfall during this time period is approximately 60 inches. The contractor is responsible for snow removal in his storage, staging, and work areas. The contractor is expected to work through all conditions unless the combination of temperature and wind causes a wind chill calculation lower than 20 degrees below zero.

The contractor shall provide all equipment and personnel necessary to erect and enclose the scaffold system. A Qualified Competent Person for scaffolding shall be on site at all times work is being performed. The government will provide all load-handling equipment and operators required to erect the enclosed scaffold.

The heating system shall be capable of maintaining a temperature of 70 degrees inside the enclosure when the outside temperature is -20 degrees F. A 2” natural gas connection supplying 6300 MBH will be available at the steam plant, which will require the contractor to supply and install approximately 600 feet of piping to reach the center of the bottom of the lock. The ventilation system shall be capable of 10 air changes per hour, with temperature inside enclosure dropping no more than 10 degrees F.

Lighting shall be provided within the enclosure, sufficient to provide 10 FC at each scaffold level.
