About this file

This document is a Statement of Work (SOW) for the hydrostatic testing and servicing of MSA breathing air cylinders used by the Raven Rock Mountain Complex (RRMC) Fire and Emergency Services (F&ES) in Adams County, Pennsylvania.

The SOW requires a contractor to provide hydrostatic testing, valve overhaul, O-ring replacement, internal inspection, and de-scaling services for SCBA, Cascade, and Escape Pack cylinders. The contractor must be certified to perform these services in compliance with DOT, OSHA, NFPA, and other applicable regulations. The contractor is responsible for pickup and delivery of the cylinders to the RRMC facility. Services must be provided on an ongoing, cyclical basis to maintain the equipment's readiness and availability. The SOW includes estimated quantities of cylinders to be serviced annually over a 5-year period. The related federal contract opportunity is a pre-solicitation for these services, with an estimated award date in FY2024.

STATEMENT OF WORK

FOR

HYDROSTATIC TESTING OF MSA BREATHING AIR CYLINDERS

1.0 INTRODUCTION

1.1 Breathing Air Cylinders are the physical storage components containing Grade D compressed respiratory breathing air, part of a complete SCBA (Self Contained Breathing Apparatus) or part of component refill and compressor/emergency backup storage units. Utilized as a critical PPE (Personal

Protective Equipment) device component in IDLH (Immediate Danger to Life and Health) for

Firefighting and Hazmat ensembles, these cylinders are subject to the handling, inspection, testing, and certification of applicable 29CFR1910.134, 49CFR Part 180, ANSI Z88.2, NFPA 1981, NFPA

1852, and DOT (Dept of Transportation) laws and regulations. Depending on the specific type composition of each cylinder, 3 or 5 year cyclical Hydrostatic testing and recertification is required that calendar year, or the component is placed OOS (Out of Service) effecting end user availability and mission readiness. Niche’ to the RESIPRATORY PROTECTION regulatory control, and overlapping laws and guidelines referenced above, these units are NOT comparable to industrial grade cylinders and must be held to manufacturer specific replacement parts and upgrades via certified technicians. Varying environmental factors, exposure, and frequency of use effects the condition which may warrant necessary service out of the typical cyclical service schedule.
