ENVIRONMENTAL REQUIREMENTS
8-1 Environmental Issues
All work shall be conducted in accordance with the Japan Environmental Governing Standards (JEGS 2018), version 1-1, applicable US Federal, Government of Japan, and local regulations, the requirements outlined below, and the referenced specifications. Below is a list of the major environmental aspects associated with the project.
a. Proper abatement, handling and disposal of asbestos containing materials which may be disturbed as part of the renovation work.
b. Proper handling and disposal of lead containing paint which may be disturbed as part of the renovation work.
8-2 Asbestos
Asbestos material survey results for this project are shown in specification section 01 57 19.01-A.
Per the JEGS, ACM shall be defined as any materials containing more than one tenth of one percent (0.1%) asbestos.
The contractor shall abate any ACM that would otherwise be disturbed during the normal work practices required to execute the work included in the scope of this project. ACM which would not be disturbed during normal work practices shall be left in place. The contractor shall dispose of all removed ACM at an approved off-base disposal location. Work shall generally be done in accordance with the standard United Facilities Guide Specification (UFGS) Section 02 82 13.00 10 – Asbestos Abatement and U.S. Army Corps of Engineers (USACE) EP 1110-1-11 – Engineering and Design Asbestos Abatement Guideline Detail Sheets as applicable. These standards shall be revised to incorporate the JEGS, and applicable Government of Japan and local regulations.
The contractor shall designate an Industrial Hygienist (IH)/Private Qualified Person (PQP) to oversee the asbestos work. The IH/PQP shall be a registered Architect, Professional Engineer (licensed) or US Certified Industrial Hygienist who has successfully completed training in, and is accredited under a legitimate Model Accreditation Plan, as described in 40 CFR 763, as a certified Building Inspector, Abatement Worker, Contractor/Supervisor, Management Planner, and Project Designer and has successfully completed the National Institute of Occupational Safety and Health (NIOSH) 582 course "Sampling and Evaluating Airborne Asbestos Dust" or equivalent. The IH/PQP shall also have working knowledge of applicable U.S. Federal and Japanese occupational safety and health regulations for asbestos in construction and shall be considered a competent person as defined in 29 CFR 1926.62. The IH/PQP shall be a third party contractor and have no employee/employer relationship or financial relationship which could constitute a conflict of interest.
The contractor’s IH/PQP shall prepare and submit an Asbestos Hazard Abatement Plan (AHAP) for Government approval. The AHAP shall describe the abatement
01 11 00-A SOW CHAPTER 8-2
process for each type of ACM to be abated, including containment and control procedures, air monitoring methods, and storage, transportation, and disposal plans. All asbestos work shall be conducted in accordance with the approved
AHAP.
8-3 Lead
Lead-Based paint test results for this project are shown in specification section 01 57 19.01-A. For purposes of worker protection and protection of adjacent areas, the contractor shall assume that all painted surfaces contain lead. The contractor shall use appropriate engineering controls, best management practices, and personal protective equipment to manage any lead hazards to the contractor’s workers, the general public, and the environment when disturbing any painted surfaces. All work shall generally be conducted in accordance with UFGS Section 02 83 13.00 20 – Lead in Construction as applicable. This standard shall be revised to incorporate the JEGS, and applicable Government of Japan and local regulations.
