About this file
This draft Request for Proposal (RFP) W912CH24R0180 is for a three-year, firm-fixed-price Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract to procure Chemical Agent Resistant Coating - Low Solar Absorption (CARC-L) topcoat paint systems for the U.S. Army. The solicitation is a 100% small business set-aside for manufacturing CARC-L paint in five colors (222 green, brown, tan, sand, and black) across four kit sizes: 3-gallon, 1.5-gallon, 3-pint, and 10x200 mL kits. The contract will have a minimum order of 10 kits and a maximum of 56,690 kits over three years, with ordering periods structured as first, second, and third contract years.
The draft RFP seeks industry feedback on potential range pricing strategies, minimum order quantities, and cost efficiency for small volume orders. Offerors must be qualified by U.S. Army Research Laboratory to manufacture the CARC-L and must comply with military specifications MIL-DTL-64159C or MIL-DTL-53039F. Delivery destinations include multiple U.S. Army locations such as Fort Cavazos, Fort Bliss, Fort Stewart, Fort Benning, Anniston Army Depot, and Detroit Arsenal. The Government will use a Lowest Price Technically Acceptable (LPTA) source selection process, with proposals evaluated on technical compliance and price reasonableness.
