About this file

The document is a Technical Information Questionnaire (TIQ) for a Chemical Agent Resistant Coating-Low Solar Absorption (CARC-L) Paint System solicitation by the U.S. Army (Solicitation Number W912CH24R0180). The TIQ requires potential offerors to demonstrate technical compliance with specific military specifications for paint coating, focusing on three key areas: color and reflectance requirements, Total Solar Reflectance specifications for specific CARC-L colors (222 Green, Brown, Tan, Black, Sand), and storage stability requirements per military detailed specifications MIL-DTL-64159C and MIL-DTL-53039F.

The related federal contract opportunity seeks industry feedback on potential range pricing strategies for paint system orders, with the government exploring more cost-efficient procurement approaches. Specific areas of inquiry include quantity break models, minimum order sizes, batch production efficiency, and accommodating small volume orders. The draft range pricing schedule includes seven quantity ranges from 10 to 5000+ gallons, with the government expressing a preference for simplified contract administration and seeking detailed input from potential vendors on optimal pricing and ordering structures.
