The RFP is currently in draft format, but CMS does not anticipate changes to the due dates for questions and proposal submission.

To: All Potential Offerors
Subject: DRAFT RFP No. 75FCMC25RJ003, RAC Regions 3, 4, and 5
CMS intend to award three firm fixed contingency fee contracts. These contingency fee type contracts will be established in accordance with Section 1893(h) of the Social Security Act as added by the Tax Relief and Heath Care Act of 2006. This section states, "Under the Contracts:
(A) payment shall be made to such a contractor only from amounts recovered; (B) from such amounts recovered, payment, (i) shall be made on a contingent basis for collecting overpayments(...)." Each contract is anticipated to be an 8.5-year severable effort from date of award with one 18-month option period.
CMS is posting this RFP in draft format while internal processes and documents are finalized.
Although this RFP is in draft format, CMS does not anticipate the due dates (Q&A, Proposal submission, etc.) listed in the RFP to change.
In an effort to provide maximum opportunity for proposal preparation, a truncated draft copy of the RFP is being provided to include the following:
(1) Attachment A: Statement of Work/Schedule of Deliverables
(2) Attachment B: Draft RFP 75FCMC25RJ003
Your attention is called to Attachment B, Section L for information on the submission of questions in response to this draft RFP.
Please be advised that this draft RFP does not commit the Government to pay any cost for the preparation and submission of a quotation. In addition, the Contracting Officer is the only individual who can legally commit the Government to the expenditure of public funds in connection with this procurement.
