1 GENERAL
1.1 BACKGROUND: Over 35 years ago a collection of artifacts dedicated to telling the story of the United States Air Force mission of cyberspace, communication, and information technology began to coalesce at Scott AFB. What started as a visitor’s center in the major command headquarters, was added to, upgraded, and invested in culminating in the 2020 creation of the Air Force Cyberspace and Communications (AFCC) Heritage Center. The AFCC Heritage Center serves as the one and only heritage center in the USAF dedicated to telling this important story.
1.2 OBJECTIVES: The AFCC Heritage Center serves as the only heritage center in the USAF dedicated to highlighting the artifacts and stories of the Cyberspace and Information Technology (C&IT) community. The Heritage Center developed a master plan in 2024 that call for eight individual projects that range from developing new exhibits utilizing existing artifacts, modifying government furnished equipment, updating existing finishes and signage, developing a website with content, etc. These eight projects need to be individually researched, designed, fabricated and/or modified, transported, and installed.
The eight projects will support the AFCC Heritage Center which is managed by Headquarters, Cyberspace Capabilities Center (HQ CCC). The curator will ensure the projects conform to the contract as well as the existing heritage center master plan (See 3.0 Master Plan).
The contractor is to Commission a museum/exhibit design firm to research, plan, design, update, modify, fabricate, transport, install, program where necessary, and budget for future updates/upkeep eight projects and exhibits as outlined in the attached existing Air Force Cyberspace and Communications (AFCC) Heritage Center Master Plan.
1 Tactical Communications Exhibit: Install concrete pad with artifacts modified for outdoor display.
2 Ground Control Station (GCS) Exhibit: An exhibit containing a modified unmanned aerial vehicle ground control station, a scale model hanging communications satellite, and a scale model hanging remotely piloted aircraft.
3 Hall of Fame Exhibit: An exhibit with large multimedia touch panel displays and cabinetry for a Hall of Fame.
4 Update Switchboard Exhibit: Renovate and update existing World War II era switchboard exhibit.
5 New Grant Exhibit: Relocate, renovate, and update existing Lt Gen Harold W. Grant exhibit.
6 Website with Digital Walkthrough: Create a digital version of the heritage center with digital walkthroughs and information for posting and creating an online website.
DRAFT
7 Broadcasting Solution: Develop a multimedia solution allowing recording and broadcasting events from within the heritage center.
8 Update Materials & Finishes: Update and unify existing interior finishes including flag removal, new graphics, paint, lettering, etc.
The end product will be eight completed projects fully designed, fabricated to include modifying government furnished equipment, transported, installed, training provided, as well as future budget requirements for updating and maintaining the exhibit/project. Delivery of final product can be phased as projects are accomplished but all eight projects must be completed no later than 18 months from the award of this contract.
