PERFORMANCE WORK STATEMENT

FIRSTNET AUTHORITY LOCAL MEDIA ENGAGEMENT REQUIREMENT

1.1.1 BACKGROUND

The Middle-Class Tax Relief Act of 2012 established the First Responder Network Authority (FirstNet Authority) and charged it with the responsibility to ensure the building, deployment, and operation of a Nationwide Public Safety Broadband Network (NPSBN) designed to meet the information and communications technology needs of first responders and public safety users. The FirstNet Authority is an independent authority within the National Telecommunications and Information Administration (NTIA) under the U.S. Department of Commerce.

The FirstNet Authority provides emergency responders with the first interoperable nationwide, high-speed network dedicated to public safety. The overall objective of the FirstNet Authority is to increase collaboration between emergency responders to help save more lives, solve more crimes, and keep communities safer.

The FirstNet Authority fulfills a fundamental need of the public safety community and a key recommendation of the 9/11 Commission. Using a nationwide spectrum license, the NPSBN—also known as the FirstNet network—will provide a single platform for daily public safety communications.

When natural disasters, threats to the nation’s security, or other emergencies occur anywhere in the country, the FirstNet network will enable local, state, regional, tribal, and federal emergency responders to communicate.

1.1 SCOPE OF WORK

This requirement seeks a public affairs expert contractor support to craft and implement media engagement strategies to educate the public safety community about the NPSBN, as well as to raise awareness among this critical audience of the FirstNet Authority.

As part of its public safety engagement and advocacy role, the FirstNet Authority is seeking to expand outreach to the public safety community at the local level in target states as identified by the FirstNet Authority.

Local and digital media outreach are tools to reach and engage first responders and other public safety officials at the local level. Through these approaches, the FirstNet Authority aims to educate these communities on the FirstNet network and increase awareness of the FirstNet Authority’s role in driving the network forward to meet public safety’s needs.

The FirstNet Authority will review the local media communications plan and provide edits if necessary.

The Contractor shall develop talking points for each key state or territory.
