About this file
This is a Performance Work Statement (PWS) for the maintenance of optic systems used in naval oceanographic operations. The contract is a non-personnel services agreement with a 60-month ordering period, effective January 28, 2026, for calibration and repair services performed at the contractor's facility.
The contractor shall calibrate and repair optical sensors and mechanical systems used for measuring reflectivity, diffuse attenuation, chlorophyll, spectral absorption, optical backscattering, bioluminescence, and current vectors. Equipment includes HyperPro and HyperSas systems, CTD sensors, transmissometers, fluorometers, backscatter sensors, pH sensors, hyperspectral absorption and attenuation sensors, bioluminescence assessment tools, acoustic Doppler current profilers, acoustic release systems, data loggers, deck units, altimeters, deployment cages, GPS trackers, wirewalker chassis, rack mount computers, and three Okeanus winch systems. All maintenance must meet National Institute of Standards and Technology (NIST) standards and factory specifications. The contractor must visibly inspect equipment for shipping and use damage, perform routine repairs including sensor cell and connector replacement, and provide port-side testing support at Continental United States locations or at Stennis Space Center, Mississippi for overseas operations. For repairs exceeding standard maintenance requiring component replacement or installation of newer variants at higher costs, the contractor must submit a price proposal to the Contracting Officer for approval through modification or task order. The Government furnishes the items to be serviced and covers inbound shipping; the contractor is responsible for return shipping and must provide three deliverables: repaired hardware, calibration specification sheets in PDF format, and shipping information. The contract is classified as Controlled Unclassified Information (CUI), and the contractor must comply with Department of Defense security directives. Service Contract Reporting requirements apply, with data submitted through the System for Award Management (SAM).

MAINTENANCE OF OPTIC SYSTEMS
PERFORMANCE WORK STATEMENT (PWS)
FOR
JANUARY 28, 2026
PART 1
GENERAL INFORMATION
1.1 General:
This is a non-personnel services contract to provide maintenance of optic system sensors and equipment at vendor facility.
1.2 Background
1.2.1 The equipment requiring calibration and repair is used in measuring reflectivity, diffuse attenuation, chlorophyll, spectral absorption, optical backscattering, bioluminescence potential, and current vectors. Most instruments used during collection may go to 300m profile depth more than 200 times in a month, while some instruments may see 300m profiles more than 2000 times in a month. To maintain the highest quality data, the instruments require frequent calibration and repairs.
1.2.2 Roll on/Roll off (RO/RO) Remote Sensing: The US Navy uses T-AGS 60 Class OSV ships. The US Navy performed a six (6) Year Life Cycle Replacement of the SBE 19Plus V1 CTD/Optics Profilers with the requirement that the replacement systems must meet form-fit-function and backward compatibility with the existing systems and profilers on all platforms so the Government would not incur additional enormous time delays and recurring costs outside the scope of the purchase contract. The RO/RO were retrofitted with SBE 19Plus V2 CTD/Optics Profilers. The winch systems and interface cables are configured to connect to SBE 19Plus V2 CTD/Optics Profilers.
1.3 Description of Requirement
Contractor shall calibrate and repair all component’s electronic and mechanical functions for serviceability to factory standards of Optic Systems used in the shipboard environment for over-the-side physical oceanography collection operations or deployed sensor operations.

1.4 Ordering Period and Place of Performance
1.4.1 The ordering period shall be for 60 months after award
1.4.2 The contractor shall perform all services at the contractor’s facility and is responsible for all return‑shipping costs.
The Government is responsible for shipping the item to the contractor’s facility.
1.4.3 The contractor shall contact the contracting officer representative (COR) to obtain the shipping destination prior to shipment. Occasionally, the calibrated instrument may need to be shipped to a forward-deployed ship location.
PART 2
SPECIFIC TASKS
2.1 Calibration Services
2.1.1 Calibrate and repair all components identified in Part 1.3 to salient characteristics and the factory/manufacturer standards.
2.2 Instrument Repair
2.2.1 Visibly inspect instruments for any physical damage that may have occurred in shipping.
2.2.2 Inspect each instrument to determine if any damage has occurred to equipment while in use.
2.2.3 Perform any maintenance and repair of instruments to meet National Institute of Standards and Technology
(NIST) standards as described in NIST Special Publication (SP) 250, NIST Calibration Services Users Guide.
2.2.4 Complete routine repairs on instruments/sensors to restore them to original specifications. Routine services include replacement of sensor cells, temperature probes and connectors.
2.2.5 Contractor shall follow the process in paragraph 2.4 prior to performing repairs on current production instruments, calibration on discontinued instruments, and repair on discontinued instruments.
2.3 Mechanical System Repair
2.3.1 Mechanical system repairs are those systems or components not associated with the collection sensors such as cabling, winches, instrument chassis, and deployment cage.
2.3.2 Visibly inspect cabling, winches, instrument chassis, and cages for any physical damage that may have occurred in shipping.
2.3.3 Inspect each cable, chassis, winch, and/or cage to determine if any damage has occurred to equipment while in use.
2.3.4 Perform any maintenance and repair of cable, chassis, winch, and/or cage to meet National Institute of Standards and Technology (NIST) standards as described in NIST Special Publication (SP) 250, NIST Calibration Services Users Guide.
2.3.5 Complete routine repairs on cable, chassis, winch, and/or cage to restore them to original specifications. Routine services include repairing winches, cables, cages, and connectors.
2.3.6 Contractor shall follow the process in paragraph 2.4 prior to performing repairs on current production cable, chassis, winch, cage, calibration on discontinued lifting/mounting systems, and repair on discontinued cable, chassis, winch, and/or cage designs.
2.4 Over and Above Maintenance
2.4.1 In the event that repairs or calibrations exceed standard maintenance, such as when a component must be replaced rather than repaired or calibrated, or when newer sensor variants must be installed at a cost higher than the amount specified in the task order, the contractor shall identify the required repairs and provide a recommended action along with a price proposal. The contractor must submit this proposal to the Contracting Office. The Contracting Officer will review the proposal to determine whether the work is within scope and may be accepted. The proposal shall only be accepted through an official modification or another task order.
2.5 Remote/Port Side Support
2.5.1 The contractor shall provide port side testing support services for any equipment going out to sea for operations of collecting physical oceanography data to ensure systems repaired or calibrated meet the technical specifications for oceanography data collection at Continental United States (CONUS) locations. This will be coordinated with the Naval Oceanographic Office (NAVOCEANO) technical representatives.
2.5.2 For Outside the Continental United States (OCONUS) locations, the contractor can opt to provide test support at the Stennis Space Center, MS location to reduce the cost of associated travel to OCONUS ports and any access restrictions or over the phone and email remote services while vessel is deployed. This will be coordinated with the NAVOCEANO technical representatives.
